The Talent Management Manager (UAE Nationals Workforce Development & Talent Strategy) at the Emirates Investment Authority in Abu Dhabi is responsible for designing, implementing, and overseeing comprehensive talent management initiatives aimed at strengthening the organizationās workforce capability and developing a sustainable talent pipeline focused on UAE Nationals. The role plays a central function in aligning talent development strategies with the organizationās strategic goals while supporting workforce planning and long-term human capital development. The position involves developing and implementing structured talent management frameworks and programs designed to enhance employee engagement, performance management outcomes, and long-term retention across the organization. The Talent Management Manager works closely with senior leadership to identify current and future talent needs, establish talent pipeline strategies, and ensure the organization effectively develops UAE National employees through structured workforce development initiatives. Responsibilities include designing and managing talent assessment processes such as training needs analysis, succession planning frameworks, and career development initiatives that support employee growth and internal mobility. The role also involves delivering coaching and advisory support to managers and employees regarding talent development opportunities, career pathing strategies, and performance improvement planning. The Talent Management Manager is responsible for monitoring talent management metrics and HR analytics data in order to evaluate the effectiveness of talent development programs and provide evidence-based recommendations for improvements. Additionally, the position leads training and development programs that strengthen employee capabilities and enhance the organizationās human capital performance. The role also contributes to establishing a culture of continuous learning and professional development while ensuring that all talent management initiatives comply with applicable policies, workforce regulations, and organizational governance frameworks relevant to talent development and human resources management within the Emirates Investment Authority.

Key responsibilities
- Develop and implement comprehensive talent management frameworks and talent development programs that enhance employee engagement, workforce capability, performance management outcomes, and employee retention within the organization.
- Collaborate with senior leadership and departmental managers to identify strategic workforce requirements and establish a sustainable talent pipeline strategy focused on the development and empowerment of UAE Nationals within the Emirates Investment Authority.
- Design and oversee talent assessment processes including training needs analysis, succession planning frameworks, career development programs, and structured employee development initiatives that support workforce planning and long-term organizational capability building.
- Provide coaching, guidance, and advisory support to managers and employees on talent development strategies, career pathing frameworks, and employee growth opportunities to strengthen internal talent mobility and leadership development.
- Monitor and analyze talent management metrics and HR analytics data to evaluate the effectiveness of talent management initiatives and provide data-driven recommendations to improve talent development programs and workforce performance outcomes.
- Lead and implement training and development initiatives designed to enhance employee competencies, strengthen organizational capability, and support continuous learning across the workforce.
- Promote and foster a culture of continuous learning, professional development, and workforce engagement that supports employee growth and long-term career progression within the organization.
- Ensure compliance with organizational policies, human resources regulations, and workforce development standards related to talent management programs and human capital governance within the Emirates Investment Authority.
Experience & skills
- Hold a bachelorās degree in Human Resources, Business Administration, or a related academic discipline that supports expertise in talent management, workforce development, and organizational human capital strategy.
- Possess a minimum of seven years of professional experience in talent management or human resources roles with demonstrated focus on UAE Nationals development and workforce capability building initiatives.
- Demonstrate strong knowledge of talent management best practices, methodologies, and tools including talent assessment frameworks, succession planning strategies, career development programs, and workforce development initiatives.
- Demonstrate experience designing and implementing training and development programs that enhance employee skills, strengthen workforce capability, and support long-term talent development objectives.
- Demonstrate strong analytical capabilities including the ability to analyze HR metrics and talent management data to support evidence-based decision-making and program improvement recommendations.
- Possess strong interpersonal and communication capabilities to build effective relationships with senior leadership, managers, and employees across different organizational levels.
- Demonstrate the ability to operate effectively within a fast-paced and dynamic organizational environment while collaborating with multiple stakeholders to deliver talent management initiatives.
- Hold UAE National citizenship as a mandatory requirement for eligibility for the role within the Emirates Investment Authority.
