Job description
The Programme Head of the Centre for the Fourth Industrial Revolution UAE (C4IR UAE) at Dubai Future Foundation leads a high-impact public-private platform for technology governance, research, and policy innovation. The Centre engages with local and global stakeholdersâincluding the World Economic Forum, UAE federal and local government entities, and industry expertsâto shape the governance, regulation, and application of advanced technologies associated with the Fourth Industrial Revolution (4IR). Reporting to the Executive Director of the Dubai Future Institute, the Programme Head is responsible for developing and implementing the Centreâs annual strategy, overseeing operations, budgets, workflows, and priorities. The role involves driving visibility and impact through research reports, policy outputs, proof-of-concept initiatives, and public engagements, while managing internal teams, external collaborators, and steering committee activities. The position requires cultivating national and international networks, building strategic partnerships, and ensuring that the Centre is recognized as a regional and global authority in 4IR policy and technology governance. The Programme Head plays a key advisory role to senior UAE leadership, including the Minister of State for Artificial Intelligence, and represents the Centre and Dubai Future Foundation at high-level events, conferences, and forums globally.

Key responsibilities
- Lead the Centre for the Fourth Industrial Revolution UAE, including strategic planning, workflow management, budgeting, and priority setting
- Develop and implement the Centreâs annual strategy and maintain a pipeline of high-impact research and policy products
- Manage internal teams and external collaborators, including contractors and network members, to ensure high-quality output and project delivery
- Oversee the full project lifecycle, including project milestones, resource allocation, team coaching, performance monitoring, and post-project reporting
- Establish and maintain national and international relationships with stakeholders, experts, government entities, and partner organizations
- Represent the Centre and Dubai Future Foundation at internal, national, and international events, forums, and meetings
- Support cross-functional collaboration within Dubai Future Foundation, providing insights and expertise to broader initiatives
- Monitor emerging 4IR trends and provide guidance on technology governance, regulatory policy, and innovation opportunities
- Provide high-level advice to senior UAE leadership and the C4IR Steering Committee
- Ensure research outputs, policy reports, and proof-of-concept initiatives meet global standards and strategic objectives
Experience & skills
- Advanced university degree in Economics, Emerging Technologies, Public Management, or a related field
- Minimum 10 years of experience in research, policy analysis, or programme management with a focus on national/international technology governance or innovation initiatives
- Demonstrated experience leading large-scale projects or programmes, including policy change or innovation initiatives
- Thorough knowledge and understanding of 4IR technologies, including AI, blockchain, digital assets, precision medicine, robotics, and genomics
- Proven track record of building and maintaining national and international networks of experts and strategic partners
- Strong leadership experience in managing high-performing teams and fostering cross-functional collaboration
- Excellent written and verbal communication skills in English and Arabic
- Proven ability to plan, organise, and execute complex projects, research outputs, and policy initiatives with high attention to detail and creativity
- Experience with research publication processes and high-quality knowledge dissemination
- Ability to represent the Centre in global forums and high-level stakeholder meetings
