Job description
The Specialist - Tender role is responsible for managing the full tender lifecycle for government and private healthcare institutions across the United Arab Emirates. The position ensures timely, compliant, and competitive tender submissions while maximizing award potential and safeguarding company pricing, regulatory, and contractual requirements. Acting as a central coordination point, the role interfaces with sales, regulatory, supply chain, finance teams, and government procurement bodies. Responsibilities include monitoring tender portals such as RAFED, Mubadala, and UPP, reviewing tender announcements and specifications for eligibility and commercial feasibility, preparing and submitting tender documentation in compliance with institutional and UAE procurement laws, and maintaining detailed tender calendars for upcoming opportunities, renewals, and contract expiries. The role manages pricing and commercial analysis through coordination with finance, competitor pricing assessments, and historical tender data review, ensuring internal pricing approvals. The Specialist oversees awarded tender contracts, tracks compliance with pricing, quantities, delivery terms, and penalties, manages renewals and amendments, maintains structured tender documentation repositories, prepares tender performance and win/loss reports, highlights risks and opportunities, and provides insights to support sales forecasting and annual budget planning. Strong engagement with governmental hospital stakeholders including clinical pharmacists, heads of pharmacy, department heads, procurement teams, and medical stores is a core component of the role.

Key responsibilities
- Monitor tender portals and procurement platforms including RAFED, Mubadala, and UPP for new opportunities
- Review tender announcements, technical specifications, and commercial requirements to assess eligibility and feasibility
- Prepare, compile, and submit compliant tender documents within defined guidelines and timelines
- Maintain and manage a calendar of tenders, renewals, and contract expiry dates
- Build and maintain business relationships with governmental hospital stakeholders, procurement teams, and medical stores
- Coordinate with finance teams to develop competitive pricing proposals and secure internal pricing approvals
- Conduct competitor pricing and market analysis using historical tender data
- Collaborate with regulatory teams to ensure product registrations, certificates, and documentation are valid and current
- Coordinate with supply chain teams to confirm stock availability, delivery timelines, and substitution options
- Review awarded tenders, manage contract documentation, and ensure compliance with pricing, quantities, and delivery terms
- Track contract performance, manage renewals, variations, and amendments as required
- Maintain organized repositories of tender documents, approvals, and correspondence
- Ensure full compliance with UAE procurement laws and healthcare tender regulations
- Prepare tender status reports, award analysis, and win/loss reports for management review
Experience & skills
- Hold a Bachelor’s degree in Business Administration, Pharmacy, Supply Chain, or a related field
- Possess 2–5 years of tender experience within the pharmaceutical or healthcare industry in the UAE
- Demonstrate strong knowledge of UAE healthcare tender processes including RAFED, Mubadala, and UPP
- Have experience in pricing analysis, contract management, and government procurement
- Demonstrate proficiency in MS Excel, MS Word, MS PowerPoint, and tender portal systems
- Exhibit strong analytical, numerical, and compliance-focused capabilities
- Maintain fluency in English, with Arabic language skills considered an advantage
