Job description
The Human Capital Manager - Culture and Emiratization is responsible for developing, leading, and executing comprehensive employee engagement, wellness, and Emiratisation initiatives across DHAM to foster a productive, inclusive, and engaging workplace culture. The role encompasses designing engagement strategies, planning and executing events, managing wellness programs, and aligning Emiratisation efforts with organizational goals. The position requires continuous assessment of engagement outcomes, development of SMART Action Plans, and facilitation of surveys to measure employee sentiment and improve retention. The manager acts as a liaison between employees, senior leadership, external vendors, and HR teams to ensure that engagement, wellness, and Emiratisation programs are seamlessly executed. Key duties include coordinating with departments to plan and deliver organizational events, maintaining strong relationships with UAE National talent stakeholders, and supporting assessment and talent centres for national development programs. The position also involves preparing detailed management reports, conducting research on HR best practices, and maintaining accurate departmental documentation. The role emphasizes operational excellence through data-driven decision-making, compliance with organizational standards, and cross-department collaboration with marketing, procurement, finance, and communications teams to promote a strong corporate culture and high employee satisfaction.

Key responsibilities
- Develop and implement comprehensive employee engagement, wellness, and Emiratisation strategies across DHAM.
- Create opportunities for departments to drive engagement and ownership of workplace culture through events and initiatives.
- Identify and address issues impacting morale, effectiveness, and productivity using engagement results and analytics.
- Collaborate with senior management and HR teams to design annual engagement calendars, recognition frameworks, and communication plans.
- Conduct regular sessions, focus groups, and town halls to gather employee feedback and implement effective engagement solutions.
- Prepare and manage the engagement annual budget, analyze expenditures, and highlight variances to leadership.
- Analyze HR trends and engagement metrics to develop improvement programs and policies.
- Facilitate and monitor SMART Action Plans to ensure timely and high-quality implementation.
- Act as a liaison with survey vendors, external suppliers, and business units to execute employee engagement surveys.
- Develop and manage the annual Wellness Calendar to structure health and wellbeing initiatives.
- Coordinate with health and wellness providers to establish corporate partnerships for employee participation.
- Plan and execute organizational events, including annual gatherings and cultural celebrations, in coordination with internal stakeholders.
- Collaborate with business heads to identify UAE National talent requirements and develop Emiratisation plans.
- Support the implementation of UAE National assessment and talent centres through internal or external partners.
- Coordinate occupational testing and assessment programs to evaluate UAE National employee development and capability.
- Prepare management reports, analyses, and presentations on engagement, wellness, and Emiratisation programs.
- Maintain accurate records and documentation of engagement and communication data on shared systems.
- Conduct research on HR and engagement best practices, recommending process and policy improvements.
- Participate in Human Capital projects to develop new HR products, improve processes, and enhance service orientation.
Experience & skills
- Bachelor’s degree required; specialization in Human Resources, Business Administration, or a related field preferred.
- Experience in employee engagement, wellness, and Emiratisation programs preferred.
- Proven ability to plan, organize, and execute corporate events and engagement activities.
- Knowledge of HR metrics, analysis, and data-driven program development.
- Experience in managing vendors and coordinating with internal departments such as marketing, procurement, and finance.
- Ability to develop and implement SMART Action Plans to improve employee engagement outcomes.
- Strong understanding of UAE Nationalization (Emiratisation) policies and talent development frameworks.
- Competence in preparing reports, presentations, and conducting HR-related research and analysis.
- Experience in wellness program planning and relationship management with health and wellness providers.
- Strong project coordination and organizational skills for managing multiple initiatives across departments.
