Job description
The Procurement Engineer at Oman Tank Terminal Co (OTTCO) establishes and drives strategic procurement of materials and services aligned with OTTCO’s business requirements, acting as the owner of procurement standards. The role executes procurement activities per annual strategic and operating plans; drives competitive material and category supply strategies to achieve the lowest total cost, reduce working capital through high-growth sourcing and value engineering; and manages supplier performance to ensure supply continuity.

Key responsibilities
- Review Purchase Requisition specifications and recommend improvements to the procurement process
- Determine sourcing method (Competitive/Single/Sole Source) and obtain required approvals
- Execute the full procurement cycle (pre-award tendering, contract award, post-award) including tender-board approvals
- Publish RFQs to potential suppliers, follow up for timely bid submissions, and conduct bid openings post close
- Coordinate technical evaluations with end users and secure approvals; conduct commercial evaluations and obtain tender-board endorsements as required
- Negotiate with vendors to optimize total economic value, quality, and cost per procurement policy (including price reduction per tender policy)
- Prepare purchase orders and amendments; liaise with suppliers to expedite delivery
- Develop long-term strategic sourcing plans aligned with corporate/business strategies and new product/business introductions
- Deploy sourcing strategies quickly to match business line growth; manage category supply strategies to reduce total cost and working capital
- Establish, implement, and manage supplier scorecards; monitor and report supplier performance
- Manage supplier relationships via proactive engagement, streamlined transactions, and complaints management
- Track and address procurement/contract management non-compliance with senior management
- Recommend annual budgets linked to procurement strategy; monitor performance against objectives and metrics
- Identify process gaps and implement optimizations for efficiency and compliance
- Coordinate with Finance on strategic and tactical planning activities
- Support managers to achieve departmental objectives, quality measures, and budget targets
- Promote and implement continuous improvement and quality initiatives across the department
- Ensure adherence to safety practices and HSE standards in all procurement activities
- Support staff development and talent management as required
- Perform other related duties as assigned by the Contracts & Procurement Manager
Experience & skills
- Bachelor’s degree in Business Administration, Finance, Supply Chain Management, Engineering, or Production Operations
- 5–8 years (Engineer) or 8+ years (Senior Engineer) of relevant procurement experience
- Relevant experience managing procurement activities in the Oil & Gas / Energy industry (upstream and downstream exposure essential)
- Expertise in sourcing techniques and latest technologies with the ability to evaluate and deploy optimal approaches
- Proven ability to leverage data and metrics to inform and adjust sourcing activities
- Strong communication, negotiation, presentation, and analytical skills; trusted and credible partner with deep oil & gas knowledge
- Computer literacy including MS Office; aptitude for technology
- Capabilities in strategic industry management, category management, project management, relationship management, and financial acumen
- Excellent written and spoken English
