Job description
The Project Finance Analyst role sits within the Middle East and Africa FP&A function based in Dubai and is responsible for overseeing financial governance and control across strategic projects in the MEA region. The position works closely with Technology teams and cross-functional stakeholders to ensure financial integrity, compliance, and accurate reporting throughout the full project lifecycle. The role covers development and management of project budgets, forecasts, and financial models, monitoring actual versus budgeted costs, implementing robust financial controls, ensuring compliance with IFRS, US GAAP, internal policies, and UAE regulatory requirements, and supporting system design, testing, and financial data migration activities within new administration systems. The role also provides financial insight to steering committees, supports procurement and vendor management for cost and contract compliance, and conducts financial risk assessments with mitigation planning in a complex, multi-project healthcare insurance environment.

Key responsibilities
- Develop and maintain project budgets, forecasts, and financial models for strategic initiatives across MEA
- Monitor actual costs against budgets, identify variances, and recommend corrective actions
- Ensure timely and accurate financial reporting for project stakeholders and governance forums
- Act as the financial liaison between Finance and Technology teams throughout the project lifecycle
- Provide financial insights and analysis during steering committee and project governance meetings
- Collaborate with procurement and vendor management teams to ensure cost control and contract compliance
- Implement and maintain robust financial controls over project-related transactions
- Ensure compliance with internal financial policies, IFRS standards, US GAAP requirements, and UAE regulatory frameworks
- Conduct financial risk assessments and propose mitigation strategies for identified project risks
- Provide financial input during system design and testing phases of new administration systems
- Validate financial data migration and ensure data integrity during system implementations
Experience & skills
- Hold a Bachelor’s degree in Finance, Accounting, or a related discipline
- Preferably hold a professional certification such as CPA, ACCA, or CMA
- Possess 5–10 years of experience in financial control with exposure to project accounting and system implementation
- Demonstrate knowledge of IFRS, US GAAP, and UAE regulatory requirements
- Exhibit proficiency in ERP systems and advanced Microsoft Excel
- Show experience with Oracle or similar General Ledger systems
- Demonstrate industry exposure to health insurance or the broader insurance sector
