Job description
Atorv is seeking a Global HR Manager based in Dubai to lead and scale the Group HR function across multiple jurisdictions within the Forex, CFD, fintech, or financial services sector. Reporting directly to the CEO, this role owns the global HR operating model and supervises HR and Talent Acquisition teams across all countries and offices. The position combines strategic leadership and hands-on execution, establishing global HR frameworks while ensuring strong local implementation. The Global HR Manager will align HR strategy with business growth, regulatory and licensing requirements, and international expansion plans. Responsibilities include designing and implementing a centralized HR governance structure, standardizing policies and employee lifecycle processes, ensuring labor law compliance across jurisdictions, and building strong internal controls. The role also oversees global talent acquisition, workforce planning, performance management systems, compensation structures, HR analytics, and risk management. Success in this role requires scaling HR in high-growth, regulated environments, strengthening leadership capability, enhancing hiring quality and speed, implementing structured performance frameworks, and building a culture of accountability and measurable outcomes. The position demands fluency in Arabic and English, strong stakeholder management, and the ability to operate with discretion in sensitive employee matters across diverse, multi-country teams.

Key responsibilities
- Own and execute the Group-wide HR strategy aligned with business growth, licensing requirements, and international expansion plans
- Design and implement a global HR operating model, including HQ and country-level HR leadership structures, workflows, SLAs, and approval matrices
- Standardize HR policies, employee lifecycle processes, documentation, and governance frameworks across all offices while ensuring compliance with local labor laws
- Build and maintain strong HR internal controls covering contracts, probation management, disciplinary processes, investigations, terminations, and audit readiness
- Lead the global Talent Acquisition function, driving structured hiring processes, improving time-to-hire and quality-of-hire metrics, and enforcing hiring discipline
- Partner with business leaders on workforce planning, headcount forecasting, organizational design, and role leveling across jurisdictions
- Implement and oversee performance management systems including OKRs/KPIs, quarterly reviews, calibration processes, and performance improvement plans
- Develop compensation frameworks including grading structures, salary bands, benchmarking, and benefits governance with cost optimization focus
- Establish HR analytics dashboards covering turnover, headcount, hiring funnel, cost per hire, engagement metrics, and performance distribution for executive reporting
- Ensure HR compliance and risk mitigation across all countries, partnering with Compliance and Legal on regulated-industry requirements and handling sensitive employee relations matters
Experience & skills
- Fluent Arabic (native or near-native) and business-fluent English with excellent written and verbal communication skills
- Minimum 5+ years of HR experience, including at least 2 years leading multi-country or multi-office HR operations
- Proven track record of scaling HR functions in high-growth environments, preferably within fintech, brokerage, Forex, CFD, or financial services sectors
- Strong expertise across core HR pillars including talent acquisition, performance management, employee relations, policy development, compensation fundamentals, and HR operations
- Experience building and implementing structured HR governance models and internal controls across multiple jurisdictions
- Demonstrated ability to work closely with Compliance and Legal teams within regulated environments
- Experience in workforce planning, organizational design, and performance-driven culture development
- Strong stakeholder management skills with the ability to influence senior leadership and operate with discretion
- Analytical capability to design and interpret HR dashboards and metrics for strategic decision-making
- High execution velocity, strong leadership presence, and ability to manage cross-cultural, multi-jurisdictional teams
