Job description
Dubai Community Management (DCM), a division of Dubai Holding, is hiring a Manager - Infrastructure to lead infrastructure and landscaping operations across its diverse portfolio of residential communities and iconic districts in Dubai. This leadership role is responsible for end-to-end oversight of infrastructure maintenance, vendor management, cost control, contract compliance, and operational planning. The ideal candidate will ensure smooth handovers of infrastructure assets from development to operations, implement industry best practices, and drive continuous improvement in service quality and efficiency. The role demands strong technical expertise, stakeholder management, and alignment with regulatory frameworks.
Required skills
Key responsibilities
- Manage and control all infrastructure and landscaping activities across communities, ensuring quality and timely delivery
- Provide technical advice and resolve infrastructure-related issues, reporting regularly to management
- Develop scopes of work and manage the tendering and procurement of infrastructure maintenance contracts
- Formulate procurement strategies to ensure cost-effectiveness and operational efficiency
- Advise project teams on design and construction aspects for infrastructure works
- Respond to and resolve resident complaints to uphold service quality standards
- Monitor vendor compliance and performance through service agreements and quality controls
- Cultivate long-term relationships with service providers and ensure timely payments
- Implement value engineering to reduce maintenance and operational costs
- Contribute to Master Community Service Charge budgeting and forecasting
- Propose community enhancements and CAPEX initiatives based on operational needs
- Develop O&M strategies for key community assets to maintain budget consistency
- Assist in preparation and monitoring of annual infrastructure budgets and highlight variances
- Oversee metering and utilities monitoring to detect and correct anomalies
- Archive and manage documentation for reports and incidents
- Verify vendor invoices and control certification processes
- Track and apply latest infrastructure trends and innovations
- Develop and maintain asset registries and contribute to DCM Asset Management Standards
- Ensure smooth handover of completed projects from development teams
- Provide leadership, performance feedback, and development opportunities to team members
Experience & skills
- B.Sc. in Mechanical, Civil, or Electrical Engineering
- Minimum of 8 years of infrastructure construction experience
- Minimum of 4 years in infrastructure maintenance management
- Experience managing contractors and third-party service providers
- Knowledge of infrastructure processes, documentation, and tools
- Understanding of UAE regulations related to roads, sewage, and utilities
