Job description
Red Sea Global's HR division needs one place where strategy, projects and planning come together, and this Riyadh-based Senior Manager provides it. The People and HR strategy framework and HR service model are developed and kept aligned with corporate priorities, with roadmap progress tracked against milestones. Strategic HR projects run under governance you set, covering reporting cadences, documentation standards and stakeholder coordination. Each year, the HR division's business plan, budget submissions, KPIs and objectives are consolidated with input from every HR function and the Strategy & Performance division. Change management is built into projects that affect people, from stakeholder engagement and communication planning to transition support. Shared services between Group HR and RSG subsidiaries rely on the service catalogue, pricing framework and governance model you maintain, along with periodic HR maturity assessments. Saudization strategy, enterprise transformation, and GRC and internal audit support also fall within the remit. At least 10 years of relevant experience, including 2+ in managerial roles, and a Bachelor's degree in Human Resources, Business Administration or Organizational Psychology are required, with a Master's preferred. PMP, SHRM-CP, CIPD, APHRI or Prosci/ACMP certifications would add weight, and the position is office-based at RSG's Riyadh HQ with occasional site visits.

Key responsibilities
- Manage the development and maintenance of RSG's People and HR strategy framework and HR service model
- Monitor execution of the HR strategy roadmap and report progress and delivery risks to senior HR leadership
- Drive governance of strategic HR projects through reporting cadences and cross-functional coordination
- Maintain structured delivery frameworks, documentation standards and coordination protocols as the focal point for HR project governance
- Coordinate the annual HR business planning cycle, consolidating deliverables and budget submissions
- Cascade and monitor HR division KPIs and objectives with the Strategy & Performance division
- Integrate change management into people-affecting projects, including engagement, communication and transition support
- Develop the HR shared services model between Group HR and subsidiaries, including service catalogue, pricing and governance
- Conduct periodic HR maturity assessments to guide continuous improvement
- Facilitate alignment between corporate strategy and HR deliverables through milestone tracking and execution reviews
- Contribute to enterprise-wide transformation initiatives from an HR strategy perspective
- Support Saudization strategy, including localisation planning, upskilling, succession and internship programs
- Keep structured records of HR initiatives and performance reports to support GRC and internal audit
- Provide section input to the Department's strategy
- Shape the Section's objectives, KPIs and annual operational plans
- Prepare the Section budget and monitor financial performance
- Deploy and develop Section employees in coordination with senior management
Experience & skills
- Hold a Bachelor's degree in Human Resources, Business Administration, Organizational Psychology or a related field
- Possess a Master's degree (preferred)
- Bring 10 years of relevant experience
- Show at least 2 years in managerial roles
- Offer PMP or an equivalent project governance certification (preferred)
- Carry an HR certification such as SHRM-CP, CIPD or APHRI (preferred)
- Demonstrate organisational change management experience or Prosci/ACMP certification (preferred)
- Apply data analytics and HR systems knowledge to performance reporting
- Visit RSG destinations as required from the Riyadh HQ base
