Job description
The Quality Manager role is responsible for the preparation, implementation, monitoring, and enforcement of the Project Quality Plan across large-scale projects in Riyadh, Saudi Arabia, ensuring full compliance with QA/QC procedures, Quality Management Plan requirements, contractual obligations, and applicable laws and regulations. The position oversees on-site quality activities, monitors Quality Control procedures, identifies and reports non-compliance issues, and coordinates the implementation of reconciled corrective actions. The role includes comprehensive review of contract documents for each project package with respect to QA/QC requirements, assessment of QA/QC site organization structures and key personnel CVs submitted by consultants and contractors, and evaluation of QA/QC procedures and document control systems to ensure compliance with contract requirements. The Quality Manager reviews all contractual turnover documents for completeness and compliance, participates in technical compliance audits on ongoing works, liaises with internal departments on quality-related matters, and interfaces directly with the client’s Quality Assurance department. The role requires extensive application of quality principles and tools across engineering, environment, procurement, construction, testing, operations, and decommissioning phases, along with adherence to Hill International’s Quality, Environmental, Safety, and Occupational Health Policies, Manuals, and Procedures. The position also involves providing guidance and on-the-job training, managing aspects of financial performance related to quality, utilizing computer applications and programs, and performing additional duties as assigned by line management.

Key responsibilities
- Prepare and maintain the Project Quality Plan in alignment with contractual and organizational requirements
- Ensure all site activities comply with approved QA/QC procedures
- Monitor Quality Management Plan implementation through Quality Control procedures and report findings to the Program Manager
- Identify, monitor, and report non-compliance with laws, regulations, and contractual requirements and coordinate corrective actions
- Review contract documents for each package to assess QA/QC requirements and advise the Program Manager of deficiencies
- Review QA/QC site organization structures and key personnel CVs submitted by consultants and contractors
- Review QA/QC procedures and document control systems submitted by consultants and contractors and ensure contractual compliance
- Review all contractual turnover documents to ensure completeness, accuracy, and compliance with requirements
- Liaise with internal departments regarding quality-related issues
- Participate in technical compliance audits of ongoing works to ensure consultant and contractor compliance
- Interact with the client’s Quality Assurance department on all quality matters
- Ensure continuous compliance with Hill International Quality, Environmental, Safety, and Occupational Health policies and procedures
- Perform additional duties as assigned by line manager or supervisor
Experience & skills
- Hold a Bachelor's degree in Engineering or Management from an accredited university
- Possess Western education and/or professional experience
- Demonstrate a minimum of 17+ years of professional experience including serving as a Quality Manager on large projects
- Exhibit experience and familiarity with the cultural aspects of project management within Saudi Arabia
- Maintain extensive knowledge of quality principles and tools and their application across engineering, environment, procurement, construction, testing, operations, and decommissioning
- Apply reconciled corrective actions to cases of non-conformity
- Understand organizational requirements and functional specialization impacting quality plan programs
- Demonstrate capability in providing guidance and on-the-job training
- Show experience in managing financial performance related to quality functions
- Demonstrate familiarity with computer applications and programs
- Ensure ongoing compliance with Quality, Environmental, Safety, and Occupational Health policies, manuals, and procedures
