Job description
The Client Solutions Manager – Government, KSA serves as TikTok’s lead expert on digital advertising for the Saudi public sector, including ministries, authorities, commissions, state-owned enterprises, sovereign investment vehicles, and municipal governments. The role spans both pre-sales strategy and post-sales execution, embedding TikTok as a strategic long-term partner for government entities. Responsibilities include owning post-sales relationships, driving growth, retention, and product penetration, and supporting Business Partnership Managers during pre-sales pitches by aligning strategy, product capabilities, and creative narratives. The role involves designing, implementing, and optimizing full-funnel campaigns across branding, performance, and brandformance, driving adoption of TikTok’s advertising platform and advanced tools, translating campaign data into actionable insights, and delivering executive-level business reviews aligned to government priorities. The position requires close cross-functional collaboration with Creative, Measurement, Ad Operations, Policy, and Organic teams, acting as an internal thought leader for the government vertical, providing evidence-based creative strategies, and delivering structured product and measurement feedback. The role is exclusively open to Saudi nationals and requires fluency in Arabic and English to support senior government stakeholders across KSA.

- Own post-sales relationships with government advertisers, ensuring growth, retention, and product penetration
- Support Business Partnership Managers in pre-sales pitches by aligning strategy, product, and creative narrative
- Design, implement, and optimize full-funnel campaigns across branding, performance, and brandformance objectives
- Drive adoption of TikTok’s advertising platform and advanced advertising tools
- Translate campaign performance data into actionable insights, case studies, and reinvestment frameworks
- Lead executive-level business reviews contextualized to government objectives and market dynamics
- Collaborate cross-functionally with Creative, Measurement, Ad Ops, Policy, and Organic teams for seamless delivery
- Act as an internal subject matter expert for the government vertical, driving knowledge-sharing and product testing
- Develop evidence-based creative strategies to maximize government communications effectiveness on TikTok
- Provide structured feedback to product and measurement teams to inform platform and solution enhancements
Experience & skills
- Saudi nationality as the position is exclusively open to Saudi nationals
- Direct client-facing experience in digital marketing, advertising platforms, or media with proven revenue growth or account expansion
- Experience managing government-sector advertisers with strong understanding of GCC and KSA market dynamics
- Advanced analytical and performance marketing capabilities including auction-based campaign management
- Strong executive presence with the ability to engage senior government stakeholders
- High oral and written fluency in Arabic and English
- Demonstrated experience in account growth, renewals, or securing long-term investments is preferred
- Experience working with global media agencies and procurement processes is preferred
- Technical fluency in TikTok marketing infrastructure including tracking, attribution, APIs, and integrations is preferred
- Familiarity with advanced measurement methodologies such as Brand Lift, MMM, and Incrementality is preferred
- Strong creative literacy with ability to adapt government communications into TikTok-native storytelling is preferred
