The Digital Technology Lead - Government Transformation is responsible for architecting and implementing next-generation digital platforms to modernize government operations, streamline citizen services, and enable data-driven policymaking. The role combines strategic technology vision with hands-on execution, requiring direct engagement in designing APIs, data pipelines, cloud infrastructure, and platform integrations while ensuring technical excellence through code reviews, architecture validation, and iterative delivery. The position leads end-to-end digital transformation programs across government agencies from conception and design to full implementation, modernizes legacy systems into secure and interoperable digital platforms supporting real-time analytics and AI-driven services, and deploys emerging technologies including AI/ML, RPA, data platforms, and digital identity systems to enhance citizen experiences and operational efficiency. The role defines scalable digital architecture standards, security frameworks, and integration models aligned with national data and digital government strategies, and partners with ministry leaders, digital offices, and external vendors to ensure delivery excellence, technology alignment, and measurable public value. The position requires proficiency in modern technology stacks including cloud platforms (Azure/AWS/GCP), containerization technologies (Docker/Kubernetes), APIs, data platforms, and automation tools, as well as deep understanding of digital government principles, service design, and interoperability standards.

Key responsibilities
- Lead end-to-end digital transformation programs across government agencies by driving the conception, design, and full lifecycle delivery from strategic vision through implementation, ensuring modernization of government operations, streamlining of citizen services, and enablement of data-driven policymaking aligned with national data and digital government strategies.
- Architect and implement next-generation digital platforms by defining scalable digital architecture standards, establishing security frameworks, designing integration models, and transforming legacy systems into secure, cloud-native, interoperable digital platforms that support real-time analytics and AI-driven services.
- Engage directly with engineering teams to design and implement APIs, data pipelines, cloud infrastructure, and complex platform integrations, ensuring technical excellence through hands-on contribution, detailed architecture validation, structured code reviews, and iterative delivery methodologies.
- Modernize enterprise systems by transitioning legacy environments into cloud-based ecosystems leveraging Azure, AWS, or GCP, implementing containerization with Docker and Kubernetes, and embedding automation tools to improve scalability, reliability, and operational efficiency.
- Deploy and operationalize emerging technologies including AI/ML, RPA, data platforms, and digital identity systems to enhance citizen experiences, strengthen G2C and G2B service delivery, and increase operational effectiveness across employment, trade, education, and SME growth support domains.
- Collaborate with ministry leaders, digital offices, and external vendors to ensure delivery excellence, technology alignment, interoperability standards compliance, and measurable public value while integrating PaaS and SaaS modules such as job matching and scholarship management systems.
- Ensure integration with Google Cloud environments and SaaS product ecosystems under Whiteshield X by aligning technical roadmaps with product strategy, embedding data science algorithms and AI capabilities, and enabling secure, scalable service delivery models.
- Oversee governance and compliance by defining architecture guardrails, enforcing security frameworks, validating interoperability standards, and ensuring that all digital platforms meet digital government principles and support real-time analytics for informed policy outcomes.
Experience & skills
- Obtain a Bachelorās or Masterās degree in Computer Science, Engineering, or a related field, establishing a strong academic foundation in software engineering, enterprise systems delivery, cloud architecture, and digital platform development.
- Demonstrate a minimum of 5+ years of experience in digital technology leadership with a proven hands-on background in software engineering, cloud architecture, or enterprise systems delivery, actively contributing to technical design and implementation rather than purely managerial oversight.
- Demonstrate 5+ years of experience leading government or large-scale public-sector digital transformation initiatives, managing full lifecycle programs from conception and architecture design to deployment and operationalization within complex institutional environments.
- Exhibit proficiency in modern technology stacks including cloud platforms (Azure/AWS/GCP), containerization technologies (Docker/Kubernetes), APIs, data platforms, and automation tools, applying these technologies to build scalable, interoperable, and secure digital platforms.
- Apply deep understanding of digital government principles, service design methodologies, and interoperability standards to ensure alignment with national data strategies and effective integration across government entities and public-sector systems.
- Demonstrate expertise in designing APIs, data pipelines, cloud infrastructure, and platform integrations, as well as validating architecture through structured reviews and ensuring support for real-time analytics and AI-driven services.
- Show experience deploying emerging technologies including AI/ML, RPA, data platforms, and digital identity systems within public-sector or enterprise contexts to drive modernization, operational efficiency, and enhanced citizen service delivery.
- Prove ability to operate in hybrid delivery environments while partnering with ministry leaders, digital offices, and external vendors, ensuring measurable public value, technology alignment, and successful implementation of PaaS and SaaS government solutions.
