Job description
The Specialist - Developersâ Affairs operates within the Registration Authorityâs Real Estate & Infrastructure Division responsible for supervising the growth and development of the real estate sector on Al Maryah Island and Al Reem Island. The role supports the onboarding of clients from international and regional backgrounds and facilitates business operations and startups within the ADGM jurisdiction. The Specialist ensures streamlined coordination of project registration processes, supports regulatory onboarding for new developments, and drives procedural enhancements to maintain transparency, efficiency, and compliance aligned with ADGMâs real estate governance framework. The role maintains integrity of the real estate folio registry, contributes to policy enhancements, and supports audit readiness. Responsibilities include stakeholder coordination, onboarding and outreach, data integrity and compliance monitoring, process enhancement and policy development, knowledge management, project monitoring, record reconciliation, process optimization, and technology integration including digital tools to enhance project visibility and registry tracking. The Specialist must adhere to ADGM Information Security policy, maintain confidentiality, integrity, and availability of ADGM information at all times, and support regulatory frameworks governing real estate development, property registration, and land registry operations. The role requires experience in real estate development, property registration, government or authority liaison, management of real property folios, development management, and land registration within regulatory environments. Familiarity with off-plan project registration, escrow mechanisms, strata documentation processes, UAE property laws, land department procedures, and off-plan sale regulations is preferred.

Key responsibilities
- Serve as primary point of contact for developers by coordinating stakeholder engagement, supporting project registration processes, guiding submission requirements, and ensuring compliance obligations are met throughout the development lifecycle
- Organize and conduct onboarding sessions, orientation workshops, and regulatory briefings for new and existing developers to facilitate regulatory onboarding and ensure alignment with real estate governance requirements
- Monitor data integrity and compliance by identifying discrepancies between actual site progress and digital folio records, validating development information, and ensuring accuracy of registry data
- Contribute to process enhancement and policy development by reviewing internal procedures, guidelines, and Standard Operating Procedures (SOPs) related to project registration, obligations, and record management
- Maintain knowledge management practices by documenting precedents, procedural clarifications, project decisions, and regulatory guidance to preserve institutional knowledge
- Track project development stages and perform project monitoring and record reconciliation to ensure registry updates align with construction milestones and development progress
- Identify procedural bottlenecks and implement process optimization initiatives to improve developer interactions, document submission workflows, and regulatory coordination efficiency
- Assist in technology integration initiatives by supporting design and rollout of digital tools that enhance visibility into project status, approvals, registry movements, and regulatory oversight while ensuring adherence to ADGM Information Security policy and maintaining confidentiality, integrity, and availability of information
Experience & skills
- Obtain a good tertiary degree in real estate management or related field with professional certification in real estate, property registration, or project management
- Demonstrate minimum 7 years of experience in real estate development, property registration, or government or authority liaison roles within regulatory environments
- Demonstrate proven ability to manage real property folios, development management, land registration processes, and registry documentation within real estate governance frameworks
- Demonstrate experience supporting project registration, regulatory onboarding, stakeholder coordination, and compliance monitoring within real estate development lifecycle
- Possess knowledge of UAE property laws, land department procedures, off-plan sale regulations, and regulatory frameworks governing real estate development
- Demonstrate familiarity with off-plan project registration, escrow mechanisms, strata documentation processes, and regulatory documentation requirements in the UAE
- Demonstrate experience in policy development, process enhancement, Standard Operating Procedures (SOPs), and knowledge management within regulatory or real estate authority environments
- Demonstrate understanding of information security practices, confidentiality, integrity, and availability requirements aligned with ADGM Information Security policy and regulatory governance frameworks
