Job description
Visa is seeking a Manager, VCA Tools and Platforms (CEMEA) to be based in Dubai, UAE. This hybrid role combines consulting expertise with technology and vendor management skills to support Visa Consulting & Analytics (VCA) across the CEMEA region. The manager will lead the design, development, enhancement, and governance of portfolio management and campaign management tools, initially focused on card portfolio management with later expansion into other areas. Responsibilities include defining business and technical requirements in collaboration with Visa clients and consultants, ensuring alignment of tools with client needs across the customer lifecycle (acquisition, activation, retention, portfolio migration, risk optimization), and managing third-party vendors responsible for tool development and support. The role requires project oversight including budgets, timelines, and deliverables, as well as ensuring compliance with Visa’s risk management, data security, and regulatory standards. The manager will engage directly with clients to identify portfolio growth opportunities, gather feedback, and guide best practices in card portfolio analytics, loyalty optimization, and campaign execution. Candidates must have a Bachelor’s degree (Master’s/MBA preferred) with at least 7 years’ experience in consulting, technology-enabled transformation, portfolio management, or marketing technology, with strong product management and marketing automation tool implementation skills. Familiarity with platforms such as Unica, Adobe Campaign, or Salesforce Marketing Cloud is highly desirable, as is knowledge of digital payments, loyalty programs, and premium card value propositions. Experience in vendor and stakeholder management, risk compliance, and cross-functional project leadership is essential. Fluency in English is required; proficiency in Arabic, Russian, or French is an advantage. Regional experience in the CEMEA payments market is preferred.

- Supervise the design, development, and continuous improvement of VCA portfolio management tools
- Collect and define business and technical requirements from Visa clients, consultants, and stakeholders
- Ensure tools meet client needs across acquisition, activation, retention, portfolio migration, and risk optimization
- Manage third-party vendors responsible for portfolio optimization and campaign management tools
- Oversee project budgets, timelines, and deliverables to ensure quality and timely implementation
- Partner with cross-functional Visa teams to ensure compliance with risk management, data security, and regulations
- Act as primary liaison between consultants, technical teams, and vendors for smooth solution delivery
- Engage with clients to gather feedback and translate needs into functional tool specifications
- Advise clients on best practices in card portfolio analytics, loyalty optimization, and campaign execution
- Ensure vendor relationships are managed effectively including contracts, SLAs, and quality assurance
Experience & skills
- Bachelor’s degree in Business, IT, Marketing, or related field (Master’s or MBA preferred)
- 7+ years of experience in consulting, business transformation, portfolio management, or marketing technology
- Proven track record in product management, campaign management, and marketing automation implementation
- Understanding of customer lifecycle management and marketing automation best practices
- Experience in business and technical requirements gathering
- Familiarity with Unica, Adobe Campaign, Salesforce Marketing Cloud, or similar platforms
- Knowledge of digital payments, loyalty programs, and premium card propositions (concierge services, travel, merchant offers)
- Experience managing vendor relationships including contracts and SLAs
