The Senior Manager - Construction (Building and Infrastructure) role within Coastal Contracting Company (a subsidiary of Red Sea Global) is responsible for leading on-site construction execution across building and infrastructure projects, with a strong focus on civil infrastructure works including deep and shallow utilities and concrete structures. The role ensures that construction activities are planned, controlled, and executed in alignment with project plans, contractual obligations, and company strategic objectives, supporting the delivery of Saudi Arabia Vision 2030 and regenerative tourism initiatives. The position requires coordination and management of subcontractors, ensuring safe and efficient execution of works in accordance with construction management plans, policies, and procedures. Responsibilities include overseeing construction budgets, managing variations to minimize cost overruns, and ensuring compliance with contractual requirements. The role requires participation in technical and coordination meetings with CM/engineering teams and contractors, supporting cost and quantity estimation, scope definition, and approval of construction phases before commencement. The incumbent ensures all prerequisites such as insurance, method statements, risk assessments, execution plans, Environmental and Social Impact Assessments (ESIA), and Construction Environmental Management Plans (CSEMPs) are in place prior to execution. The role enforces strict compliance with health, safety, environmental, and quality (HSEQ) standards and Integrated Management System (IMS) requirements, ensuring a safe and controlled work environment. Daily site visits are conducted to monitor execution progress, quality, safety compliance, and adherence to drawings and specifications, with corrective actions communicated to contractors for remediation. The role includes risk identification and mitigation related to contractor performance, material quality, procurement delays, and site execution issues. It also involves manpower planning, forecasting workforce requirements based on project phases, and ensuring adequate staffing levels for successful delivery. The Senior Manager contributes to continuous improvement initiatives, including process optimization, cost reduction, and productivity enhancement, while ensuring accurate and timely reporting through MIS statements. The position requires strong leadership capabilities, the ability to manage diverse teams in remote and multicultural environments, and the capacity to operate under pressure while maintaining high standards of safety, quality, and performance across complex infrastructure projects.

Key responsibilities
- Lead and manage on-site construction execution for building and infrastructure projects in alignment with strategic and contractual requirements
- Coordinate and supervise subcontractors to ensure safe, efficient, and compliant delivery of construction works
- Ensure construction works are executed according to drawings, specifications, plans, and contractual obligations
- Review and approve construction readiness documentation including method statements, risk assessments, execution plans, ESIA, and CSEMPs
- Conduct daily site inspections and report issues to contractors for corrective action and resolution
- Monitor construction progress against planned schedules and ensure timely project delivery
- Manage project budgets and ensure works remain within contractual and financial constraints
- Identify and manage construction risks including contractor performance, material quality, procurement, and delivery delays
- Participate in coordination meetings with engineering teams and contractors to define scope, cost, and execution plans
- Ensure compliance with HSE, environmental, quality, and IMS policies and standards across all site activities
- Lead manpower planning and forecasting to ensure adequate workforce availability for construction phases
- Drive continuous improvement initiatives in construction processes, productivity, and cost efficiency
- Prepare and contribute to accurate MIS reporting and functional performance documentation
- Provide leadership, guidance, and direction to on-site teams to achieve safe and successful project delivery
Experience & skills
- Bachelor’s Degree in Engineering, Architecture or Construction Management
- 15–18 years of experience in infrastructure construction projects
- Experience in deep and shallow utilities and concrete structures
- Strong leadership and subcontractor management experience
- Experience working in multicultural and remote project environments
- Ability to manage construction budgets, schedules, and contractual obligations
- Knowledge of HSE, environmental, and quality management systems
- Experience in construction planning, execution, and site supervision
- Strong communication, time management, and team management skills
- Ability to work under pressure in complex infrastructure project environments
