Job description
The Procurement Manager - Maintenance & Supply Chain is responsible for designing and implementing strategic procurement plans for non-trade goods and services to maximize value and efficiency. Based in Jeddah, Saudi Arabia, this role involves reducing operating expenses, driving savings initiatives, and aligning procurement practices with business unit needs. The manager monitors market trends, establishes and nurtures supplier relationships, negotiates contracts, and ensures timely and cost-effective procurement without compromising quality. Duties include conducting supply market analysis, business needs assessments, and commercial risk evaluations to guide sourcing decisions. The role also includes managing sourcing officers, balancing workloads, conducting supplier assessments, and ensuring all procurement processes are documented for compliance and audit readiness. Regular cross-functional collaboration, RFQ management, and contract lifecycle oversightâincluding initiation, extension, renewal, or terminationâare key responsibilities. This position demands strong leadership, bilingual communication (English and Arabic), and demonstrated knowledge in sourcing, retail procurement, and contract governance.

- Design and implement procurement strategies for non-trade goods and services.
- Ensure cost efficiency and target savings are achieved in alignment with annual objectives.
- Provide reports and feedback on the progress of savings initiatives.
- Collaborate with internal departments to determine procurement needs and provide high-level guidance.
- Monitor product availability and market trends to secure best pricing without compromising quality or delivery timelines.
- Establish and maintain strong supplier relationships to enhance service quality.
- Identify and evaluate new suppliers, products, and services.
- Conduct supplier performance assessments and manage regular meetings and site visits.
- Ensure sourcing activities align with business unit requirements and are executed professionally.
- Conduct business needs assessments, market analysis, and risk assessments for procurement planning.
- Document all procurement decisions and contractual arrangements for audit purposes.
- Lead and manage a team of sourcing officers, ensuring task allocation and performance tracking via KPIs.
- Create an environment of teamwork and individual accountability within the procurement team.
- Manage sourcing activities, solicit quotations and proposals as needed.
- Initiate bidding processes and draft RFQs for procurement activities.
- Negotiate contract closures and present outcomes to committees or business units.
- Oversee contract lifecycle management including extensions, terminations, renewals, and new contract setups.
Experience & skills
- University degree in Business Administration and/or Engineering.
- Minimum of 5 years' experience in Commercial, Contract Management, or Sourcing roles.
- Project Management certification is preferable.
- Fluency in professional English and Arabic communication.
- Strong understanding of the retail business environment.
- Demonstrated analytical and problem-solving abilities.
- Experience in contract governance and procurement compliance.
- Result-oriented mindset with strong planning and project management skills.
- Proven leadership skills and ability to build relationships with internal and external stakeholders.
- Strong customer focus and negotiation capabilities.
