Job description
Visa is hiring a CEMEA Policy Strategy Manager based in Dubai to lead high-impact policy advocacy and strategy efforts across the Central and Eastern Europe, Middle East, and Africa (CEMEA) region. This role involves designing and implementing strategic engagement campaigns on topics such as pricing, localization, and digital public infrastructure. The manager will collaborate closely with internal legal, communications, and market leads while producing actionable thought leadership, monitoring political and regulatory changes, and supporting government engagement across multiple jurisdictions. A strong background in strategy, government affairs, and public policy in multinational environments is essential.
Required skills
Key responsibilities
- Lead advocacy efforts on core policy topics, including Pricing, Localization, and Digital Public Infrastructure
- Work cross-functionally with legal, communications, and market teams to align strategies
- Produce influential thought leadership materials such as playbooks, advocacy memos, and research briefs
- Initiate and manage new strategic projects aligned with regional policy goals
- Monitor political, regulatory, and economic developments relevant to the CEMEA region
- Interpret developments to provide actionable insights to executive leadership
- Support and implement cross-functional campaigns, including capability building and government education
- Engage governments and international bodies across CEMEA with tailored policy messaging
- Advise internal stakeholders on policy implications and opportunities
- Travel across the region as needed for government and stakeholder engagement
Experience & skills
- Bachelorās degree in Political Science, International Relations, Economics, Business, or a related field
- 5+ years of relevant experience with a Bachelorās degree, or 2+ years with an Advanced degree (MBA, JD, etc.)
- Experience working in strategy or policy within a multinational organization
- Experience engaging with government or international institutions
- Fluency in English required; Arabic and/or French proficiency preferred
- Strong critical thinking and project execution skills in fast-paced environments
- Ability to produce high-quality advocacy content and research materials
- Willingness and ability to travel across the CEMEA region as required
