Job description
NCA ECC, NCA OTCC and HCIS/SAIS operating permit requirements set the standard for cybersecurity on Air Products' NGHP site in Duba. Meeting that standard is the purpose of this position, which acts as the site-based point of coordination between DT, OT/ICS Cybersecurity, project management, process controls, vendors, subcontractors and NGHC. Much of the work centres on cyber site acceptance testing (CSAT), cyber hygiene, cyber readiness reviews and the collection of Proof of Compliance documentation. NGHC submits that documentation to HCIS and NCA, so your evidence packages need to be complete, traceable and ready for audit. External cybersecurity implementation partners work under your direction on the GHE scope, and their network/security architecture, hardening evidence, access control matrices and SIEM/monitoring documentation all come to you for review. Cyber activities have to fit the project schedule, commissioning priorities and start-up needs, which means close work with the DT Project Manager, site engineering and process controls. Senior management and project executives expect clear updates on risks, blockers and escalations, written in plain terms rather than technical detail. Experience leading OT/ICS cybersecurity in industrial, energy, chemical, utility or critical infrastructure settings is expected, along with a working knowledge of segmentation, industrial DMZs, secure remote access and incident readiness.
Required skills
Key responsibilities
- Lead site cybersecurity activities including cyber site acceptance testing, cyber hygiene, cyber readiness reviews, proof-of-compliance documentation collection and closure of implementation gaps
- Coordinate as the site-based cybersecurity point of contact between DT, OT/ICS Cybersecurity, project management, process controls, vendors, subcontractors and NGHC
- Direct cybersecurity engineers, external partners and site-based cyber resources on implementation, testing, documentation and evidence collection
- Align cyber activities to the project schedule, commissioning priorities, start-up needs and compliance milestones
- Maintain a consolidated schedule of cybersecurity deliverables, dependencies, risks and milestones with the DT Project Manager and OT/ICS Cybersecurity team
- Support execution of cybersecurity activities against NCA ECC, NCA OTCC, HCIS/SAIS operating permit requirements and CNI obligations
- Prepare complete, traceable and controlled Proof of Compliance evidence packages for NGHC submission to HCIS and NCA
- Resolve NGHC comments on CSAT witnessing, evidence review and documentation feedback
- Conduct routine coordination meetings with OT/ICS Cybersecurity, DT, NGHC, PDO and project stakeholders
- Communicate cybersecurity status, risks, issues and escalation items to senior management and project leadership
- Oversee external cybersecurity implementation partners and ensure deliverables meet Air Products, NGHC, NCA, HCIS and project requirements
- Review vendor documentation, cyber execution plans, network/security architecture, hardening evidence, access control matrices, SIEM/monitoring documentation and POC packages
- Identify scope, accountability, technical and documentation gaps that could affect compliance, start-up readiness or handover
- Integrate cybersecurity activities into site work plans and commissioning sequences with site engineering, process controls and project management
- Define documentation, evidence, operating assumptions and support responsibilities for handover to NGHC
Experience & skills
- Understand KSA cybersecurity regulations and regulatory expectations, including NCA and HCIS requirements
- Interpret contractual cybersecurity obligations between Air Products/APEPC and NGHC
- Bring experience leading OT/ICS cybersecurity activities in industrial, energy, chemical, utility, critical infrastructure or large capital project environments
- Demonstrate experience with cybersecurity site acceptance testing, proof-of-compliance documentation, regulatory evidence collection, cyber risk assessment closure and audit readiness
- Apply OT/ICS security principles including segmentation, industrial DMZs, secure remote access, access control, hardening, monitoring and incident readiness
- Manage multiple concurrent priorities across project execution, regulatory compliance, vendor management and site readiness
- Engage effectively with senior management while directing detailed day-to-day work at site
- Navigate a multi-party environment involving Air Products, NGHC, PDO, DT, EPC contractors, vendors and regulatory stakeholders
- Write and speak English to a high standard, with Arabic language capability as a plus
