Job description
Static guarding, security posts, access control, pedestrian and baggage screening and asset protection make up Qiddiya's fixed-site general security operating model, and this Senior Manager in Riyadh is accountable for all of it. Patrol tasking, rapid response, alarm response and security escorts belong to the Senior Manager, Mobile Security & Patrols, so documented handover and escalation arrangements between the two teams matter. Much of the work is translation, turning approved security requirements, MOSP controls, risk assessments and asset security plans into standard operating procedures, post orders, deployment plans and auditable records. General Security employees and contracted guard forces report through you, and providers are held to staffing levels, licenses, rosters, welfare standards and agreed KPIs. Changes to posts, shifts or contracted scope need formal assessment and authorization before they go ahead. Field inspections of posts, access points, screening operations and critical infrastructure are planned and documented, with non-conformances tracked to closure. New asset openings bring readiness work, from confirming post locations and staffing to rehearsals and mobilization acceptance before go-live, and stage-gate briefings call for your security input. When access breaches, screening failures or losses occur, you direct the fixed-site response and close incidents out with DSOC. At least 10 years in security operations with substantial management responsibility is required, and CPP, CSMP or PSP certification, along with Saudi Arabia, GCC or giga-project experience, is an advantage.
Required skills
Key responsibilities
- Direct fixed-site security operations across assigned assets, critical infrastructure and public-realm locations, covering static guarding, access control, screening and asset protection
- Convert approved security requirements, MOSP controls, risk assessments and asset security plans into site-specific SOPs, post orders, deployment plans and auditable records
- Lead General Security employees and contracted personnel with clear reporting lines, shift supervision and performance expectations
- Develop site-specific procedures for static posts, foot patrols, access points, visitor and contractor processing, credential verification, screening, searches and restricted-area access
- Establish, approve and periodically review post orders, access-control procedures, local emergency actions, incident logs and handover records so they stay current and audit ready
- Monitor contracted guarding providers against staffing levels, licenses, rosters, supervisory coverage, welfare requirements and agreed KPIs, escalating material non-compliance
- Review proposed changes to posts, shifts, staffing levels, operating hours and contracted scope and secure formal authorization before implementation
- Plan and conduct documented field inspections of posts, access points, screening operations and critical-infrastructure protection, verifying corrective-action closure
- Deliver fixed-site security readiness for new asset openings, confirming posts, staffing, screening, equipment, SOPs, emergency plans, training and rehearsals before go-live
- Coordinate the fixed-site response to access breaches, screening failures, losses and asset-protection incidents, including evidence preservation, reporting and closure with DSOC
- Maintain documented tasking, escalation and handover arrangements with Mobile Security & Patrols while retaining fixed-site command and continuity
- Provide security operational input at stage-gate briefings on fixed-site requirements, dependencies, risks and readiness actions
Experience & skills
- Hold a bachelor's degree or equivalent recognised qualification in security, risk, operations, business or a related discipline
- Possess CPP, CSMP, PSP or equivalent professional certification (desirable)
- Add incident command, contract management or health and safety qualifications (desirable)
- Bring 10+ years in security operations, including substantial management responsibility
- Demonstrate proven leadership of static guarding, access control, fixed-post operations and asset protection across multiple locations
- Show experience managing contracted guard forces, staffing compliance, KPIs, non-conformance and service recovery
- Offer experience supporting asset openings and public-facing operations with elevated security requirements
- Draw on Saudi Arabia, GCC, major destination, critical infrastructure or giga-project experience (advantageous)
