Job description
The Head of Project Controls & Services is a senior leadership role responsible for overseeing all project control and project services functions for large-scale Oil & Gas projects, including FEED and EPC phases. This role leads a multidisciplinary team comprising Senior Cost Engineers, Senior Planning Engineers, and Senior Document Controllers to ensure accurate cost management, budgeting, scheduling, and documentation across complex projects such as Crude Oil Stabilisation, Zero Routine Flaring, and OFFRAG Pipeline initiatives. The position ensures timely project execution within budget, monitors risks, manages contracts and accounts payable, and guarantees that all project deliverables meet technical and commercial standards. The Head of Project Controls & Services serves as the primary point of coordination for internal and external stakeholders, providing high-level reporting, analysis, and governance oversight, while driving best practices, continuous improvement, and the integration of advanced project control tools and methodologies.

Key responsibilities
- Lead and manage the Project Services team, including cost, planning, and document control functions.
- Ensure accurate cost management, budget control, and forecasting across FEED and EPC stages.
- Oversee project planning and scheduling, including development of baseline and updated plans using Primavera P6 and MS Project.
- Administer contracts, accounts payable, and vendor interactions to ensure compliance with company policies and project agreements.
- Monitor project performance, prepare reports, dashboards, and provide actionable insights to senior management.
- Ensure robust document control processes, including configuration management, approval workflows, and record-keeping.
- Coordinate with engineering, procurement, fabrication, installation, commissioning, and start-up teams to ensure seamless execution.
- Manage project risks, dependencies, and changes, providing mitigation strategies and escalation as required.
- Develop, mentor, and guide project control staff to build high-performing teams and ensure knowledge transfer.
- Implement best practices, process improvements, and advanced tools to enhance efficiency and project control accuracy.
Experience & skills
- Minimum 18 years’ experience in Oil & Gas, with at least 8 years in a senior project control or leadership role.
- Bachelor’s degree in Engineering; Master’s preferred.
- Membership in a recognized professional engineering association or institution.
- PMP certification is an advantage.
- Proficiency in Primavera P6, P6 Analytics, Primavera Risk Analysis, MS Project, MS Office, and SAP.
- Proven experience managing large-scale project execution including engineering, procurement, fabrication, installation, commissioning, and start-up.
- Strong leadership, communication, negotiation, and presentation skills.
- Ability to resolve conflicts, manage multiple priorities, and drive teams towards successful project delivery.
- Experience in implementing project controls frameworks, tools, and governance standards across multi-disciplinary teams.
