Job description
The Airport Contracts/Commercial Manager for Middle East Projects within Hill International is responsible for managing contracts, commercial strategy, and financial performance across complex aviation and infrastructure developments, particularly airport projects within Saudi Arabia and the GCC region. The role focuses on contract negotiation, claims management, commercial risk mitigation, and ensuring compliance with project requirements, contractual obligations, and legal frameworks. The position oversees contract administration activities including reviewing contractual notices, advising engineering teams on construction contract administration, and interacting with client representatives, Project Management & Supervision Consultants, and contractors on contractual matters. The role requires reviewing contract documents to ensure congruity and minimize ambiguities, maintaining and updating risk registers, managing commercial risks, advising clients on potential claims, and supporting dispute avoidance strategies. Responsibilities include administration of ongoing contracts, monitoring contractor compliance, preparing contractual correspondence, facilitating contract change processes, managing variation orders, initiating credit change orders, and supporting contract close-out procedures. The role ensures warranties, bonds, insurances, and guarantees are maintained in compliance with contractual requirements. The position prepares Engineerâs Instructions, variation orders, claim logs, and monthly progress reports, validates consultants and contractorsâ interim and final payment applications, and supports estimation and project control teams regarding contractual implications. The Airport Contracts/Commercial Manager chairs commercial meetings, records minutes, and ensures compliance with Quality, Environmental, Safety, and Occupational Health policies within Hill International. The role requires extensive international experience in large-scale airport or infrastructure developments, deep knowledge of FIDIC design and build contracts, commercial and contractual expertise, and strong leadership in managing complex construction project lifecycles while protecting client interests.

Key responsibilities
- Ensure implementation and compliance with contract documents throughout the contract period while administering construction contracts and maintaining adherence to contractual requirements and project objectives
- Review contractual notices of claims, provide contractual advice to engineering teams, and support administration of construction contracts in accordance with FIDIC and project requirements
- Interact with client representatives, Project Management and Supervision Consultants, and contractors to manage contractual matters and resolve commercial issues across airport and infrastructure projects
- Review contract documents to ensure congruity, identify patent and latent ambiguities, and maintain accurate contractual documentation and records
- Implement, update, and communicate risk registers related to commercial and contractual matters while advising on commercial risks, claims avoidance strategies, and dispute mitigation actions
- Manage change management processes including preparation of variation orders, Engineerâs Instructions, credit change orders, and claim logs while supporting contract modifications
- Validate consultants and contractors interim and final payment applications, ensure compliance with GMP figures, review retentions, back charges, fees, taxes, and contractor compliance with payment rules
- Facilitate contract closeout procedures including documentation completion, warranty verification, bond and insurance validation, final certificate review, and final payment approval
Experience & skills
- Hold a Bachelorâs Degree in Civil Engineering, Quantity Surveying, or equivalent academic qualification relevant to construction and infrastructure projects
- Demonstrate minimum of 20 years of experience in contract management, commercial management, and construction project delivery with strong international experience
- Possess strong knowledge of FIDIC forms of contract particularly design and build construction contracts within airport or infrastructure projects
- Demonstrate expertise in contractual and legal matters including claims management, variation orders, dispute resolution, and contract administration
- Show experience working on large-scale airport developments or major infrastructure projects within Saudi Arabia, GCC, or international environments
- Hold chartered status such as MRICS or equivalent professional certification preferred
- Demonstrate knowledge of Quality, Environmental, Safety, and Occupational Health compliance standards within construction project environments
- Demonstrate strong leadership, organizational capabilities, and bilingual communication skills in English with Arabic considered desirable
