Job description
The Site Cost Controller will oversee comprehensive project cost control operations for high-profile Oil & Gas projects, including HO, H1, H2, H4, and Common Area scopes. The role entails preparation and reporting of project cost budgets, continuous monitoring of expenditures, and forecasting to maintain robust financial control throughout the project lifecycle. The incumbent will support the setup and maintenance of Work Breakdown Structures (WBS) and Cost Breakdown Structures (CBS), liaising with procurement, finance, engineering, and construction teams to ensure accurate and timely cost allocation and reporting. Responsibilities include managing cost phasing with planning, issuing performance reports, tracking commitments, and developing change orders in line with construction changes. The position also involves providing insights into project cost impacts due to manpower changes and requires active engagement with internal functions to maintain alignment on budget, schedule, and forecasting. This role demands strong analytical skills, cost software knowledge, and the ability to work in fast-paced environments with changing priorities.

Key responsibilities
- Prepare and report project cost budgets and track expenditures throughout project lifecycle
- Support development and maintenance of Work Breakdown Structure (WBS) and Cost Breakdown Structure (CBS)
- Coordinate with internal teams to ensure accurate and timely capture and allocation of costs
- Monitor and control cost commitments and expenditures across all phases of the project
- Facilitate the cost approval process including cost code allocation and budget setup
- Prepare cost performance reports and forecast updates in accordance with project reporting requirements
- Liaise with planning to ensure accuracy in project cost phasing and forecasting
- Issue change orders or variations in line with engineering and construction notifications
- Apply analytical and statistical techniques to monitor cost variances and performance
- Maintain communication with stakeholders to support cost reporting and resolution of discrepancies
Experience & skills
- Hold a Bachelor’s Degree in a relevant technical or business discipline, or equivalent industry experience
- Have a minimum of 10 years of relevant scheduling or cost control experience
- Demonstrate basic knowledge of cost software and principles of budgeting, forecasting, and cash-flow
- Possess strong analytical and statistical skills with proactive problem-solving capabilities
- Exhibit good communication skills, both written and oral, and ability to work in team or independently
