Job description
Hill International is setting up the contracts management function for NWC's Central region programme, and this Riyadh-based Department Manager leads it. Department structure, operating processes and procedures are developed from the PMM and taken through ratification. Awarded contracts are kept compliant across performance, guarantees, invoicing and payment, change management, claims, handover, defects and warranty and close-out. Contract administrators assigned to Clusters and Business units fall under your functional responsibility. Change requests, claims and suspension or withdrawal requests are reviewed and recommended for approval. Other departments draw on your support for contract formation, including templates for consultants' services and General Engineering Services contracts, and NWC relies on you to review the commercial side of bid packages. Capability building matters too, with an assessment of the client's existing contracts staff and an on-the-job knowledge transfer programme. Adherence to government and client procurement regulations is monitored throughout. Expect to bring 20+ years in contract management with overall responsibility on large-scale projects, experience with KSA procurement law, an engineering degree and fluent Arabic and English.
