Job description
The HSE Engineer at Mott MacDonald in Dubai is responsible for driving a robust culture of health, safety, environment, and quality (HSEQ) across construction and design projects from inception to close-out. The role includes developing, implementing, and monitoring HSEQ procedures and policies while striving for continuous improvement. The engineer coordinates incident investigations, delivers safety practices to ensure zero harm, and prepares thorough audit programs for compliance verification. The role encompasses monitoring environmental controls, waste minimization, and sustainability initiatives in accordance with OHSAS 45001, ISO 14000, and internal Mott MacDonald BMS systems. Responsibilities also include establishing quality control procedures, auditing contractor performance, maintaining inspection records, and ensuring non-conformance issues are addressed. The engineer provides coaching, training, and mentorship to project teams, facilitates HSEQ orientation programs, and ensures compliance with local legislation and international standards. This position demands strong leadership, effective communication, analytical problem-solving, and the ability to manage geographically and culturally diverse teams in office and site environments, promoting a safe, compliant, and high-performance project delivery environment.

Key responsibilities
- Develop, implement, and monitor HSEQ procedures and policies to establish a continuous improvement culture across construction and design projects
- Coordinate and carry out incident investigations, producing detailed reports and follow-up actions to prevent recurrence
- Deliver HSEQ training, toolbox talks, and orientation programs to educate and mentor project staff on safety and quality practices
- Conduct risk assessments and environmental impact analyses for construction sites and office environments to mitigate hazards and comply with standards
- Ensure effective implementation of project Quality and HSE plans through site visits, audits, and monitoring of contractor compliance
- Maintain HSE and Quality documentation, track non-conformance items, and ensure timely closure in line with ISO 9001, OHSAS 45001, and ISO 14000 standards
- Coordinate with internal and external stakeholders, including Mott MacDonald Group and clients, to ensure adherence to HSEQ requirements
- Monitor environmental controls, promote sustainability initiatives, and minimize waste in line with regulatory and company standards
- Provide leadership, mentoring, and coaching to diverse teams, fostering cross-cultural collaboration and effective communication
- Continuously evaluate and improve HSEQ practices, leveraging technical knowledge and innovative solutions to enhance project delivery
Experience & skills
- Degree or recognized International OSH Diploma (e.g., NEBOSH Diploma) in Engineering, Environmental, or Safety discipline
- Relevant HSE qualifications such as NEBOSH, IOSH, or CSP from a recognized institution
- Experience in a similar HSE role with exposure to office and construction site environments
- Full understanding of SHEQ policies, standards, and international regulations
- Technical competence in HSE practices including P&ID interpretation, HAZOP, and SIL evaluations
- Ability to prepare reports, presentations, and deliver HSEQ training effectively
- Strong leadership, coaching, and mentoring skills to develop team capabilities
- Familiarity with ISO 9001, OHSAS 45001, ISO 14000, and Mott MacDonald BMS Quality and Safety standards
- Experience working in the Middle East is advantageous
- Ability to manage multiple teams across geographically and culturally diverse projects
- Flexible, proactive, and capable of driving continuous improvement while meeting project deadlines
