Job description
The Deputy Manager - HSE Design at Petrofac in Sharjah is responsible for leading technical safety and loss prevention engineering for offshore projects. This role oversees a wide range of HSE deliverables including design basis documents, fire and gas systems, hazardous area schedules, and specialized safety studies such as FERA, CFD, QRA, RAM, and EERA. The individual participates in risk analysis workshops (HAZID, HAZOP, ENVID, SIL, etc.), coordinates with clients, consultants, regulatory bodies, and ensures compliance with DNV and VdS standards, particularly for offshore projects governed by German and Dutch regulations. The position requires technical bid evaluations, managing deliverables to schedule and manhour constraints, and supporting offshore commissioning activities. Familiarity with HVDC/HVAC systems and offshore life-saving equipment is essential, as is fluency in English. Proficiency in German or Dutch is preferred. This is a hybrid role requiring at least three days per week in the office.

Key responsibilities
- Prepare HSE design deliverables including design basis, philosophies, and study reports
- Design and specify safety systems including fire and gas, firewater, deluge, spray, and gas suppression systems
- Participate and organize safety workshops like HAZID, HAZOP, ENVID, SIL, RAM, Bow-Tie
- Provide engineering inputs on spacing, fire rating, blast requirements, stack/vent height
- Review and prepare technical and purchase requisitions for safety studies and equipment
- Coordinate with clients, regulatory bodies, consultants, and project teams
- Monitor project schedule to ensure timely completion within allocated manhours
- Support FAT, SAT, HAT, and offshore commissioning of safety systems
- Resolve field queries with technical justification and calculations
- Review and approve vendor documentation for safety systems
- Contribute to interdisciplinary design meetings and provide technical safety inputs
Experience & skills
- Bachelor's degree in Engineering
- Over 12 years of technical safety and loss prevention experience in offshore projects
- Experience with DNV and VdS standards
- Familiarity with offshore regulations in Germany and the Netherlands
- Knowledge of HVDC/HVAC projects
- Understanding of offshore life-saving equipment
- Strong communication, presentation, and training skills
- Fluent in English (written and spoken)
- Proficiency in German or Dutch preferred
