Job description
The Manager - TB Cluster Mobility Planning and operations will coordinate all aspects of Land Mobility in and around AMAALA Triple Bay sites, supporting the Senior Manager Venue Operations & Special Events across site planning and operations activities related to Land Mobility, including within the Marina Bus & Buggy Interchange. The role is responsible for planning and on-the-ground execution to ensure efficient and effective management of the sites, maintaining high standards of Mobility Operations, and contributing to RSGās overall success. Scope includes organising and overseeing transportation at venues and events; coordinating guest vehicle access, traffic, parking, pedestrian movement, bike (if appropriate) and buggy systems; managing Mobility site teams, drivers (when in the venue/site), and equipment; developing and implementing comprehensive transportation plans for each event or venue in coordination with the Mobility team and hotel operators; operating via the Transport Operations Command and Control (TOCC) to monitor performance in real time, make quick decisions, implement contingency plans, and optimise efficiency; maintaining communication and collaboration with internal Mobility and external stakeholders (including hotel operators and Red Sea affiliated departments); identifying potential risks and challenges related to site transport and developing mitigation strategies; continuously evaluating transportation performance using data such as traffic volume, parking and workforce shuttle utilisation, and hotel operatorsā feedback to drive process optimisation and organisational change; developing and executing comprehensive site transportation plans, policies, procedures, SLAs and contingency plans; monitoring transportation operations on-site daily and during events to ensure timely vehicle dispatch, smooth traffic flow, and efficient parking management; providing assistance to guests, visitors and workforce for transportation-related inquiries (e.g., shuttle pick-up points, accessibility needs, parking and mobility options); coordinating with contractors and relevant third parties; supporting reporting to the Senior Manager on issues and proposed solutions; and maintaining a hands-on presence connected to ground operations while fulfilling administrative and managerial duties.

Key responsibilities
- Plan and coordinate all aspects of Land Mobility for AMAALA Triple Bay sites, developing and implementing transportation plans that manage parking facilities, workforce shuttles, and guest access for each event or venue.
- Manage Mobility site teams, drivers (when in venue/site), and equipment, allocating resources efficiently to meet demand and operational timelines.
- Maintain ongoing communication and collaboration with internal Mobility stakeholders, hotel operators, and Red Sea affiliated departments to align goals and ensure smooth execution of transport services.
- Identify transport-related risks and challenges and develop contingency plans to address incidents, breakdowns, ad-hoc events, and unexpected delays.
- Monitor transportation performance in real time via the Transport Operations Command and Control (TOCC), implement rapid decisions and optimisations, and coordinate contingency measures across Mobility activities.
- Resolve operational issues during events, including vehicle breakdowns and traffic disruptions, to sustain efficient site planning and operations.
- Continuously evaluate transportation performance using data (traffic volume, parking and workforce shuttle utilisation, hotel operator feedback) and implement process optimisations and organisational changes.
- Develop and execute comprehensive site transportation plans, policies, procedures, SLAs, and contingency plans for venues and events.
- Report issues and proposed solutions to the Senior Manager and provide regular operational updates and performance insights.
- Monitor on-site operations daily and during events to ensure timely vehicle dispatch, smooth traffic flow, and efficient parking facility management.
- Provide on-ground assistance to guests, visitors, and workforce for transportation inquiries, directing to shuttle pick-up points, supporting accessibility needs, and providing parking and mobility information.
- Coordinate with contractors and relevant third parties to maintain service continuity and return services to operation during incidents.
- Manage complex integrated workstreams, ensuring alignment with project goals and adherence to agreed schedules.
- Ensure knowledge and application of site and/or venue emergency procedures and guidelines within mobility operations.
- Maintain a hands-on presence in ground operations while performing managerial and administrative duties to uphold operational standards.
Experience & skills
- 10 years of overall experience with proven planning and operational experience in site transport operations (Venue Manager) or a similar role in a large-scale project.
- Bachelorās degree.
- Fluent in English (oral and written); Arabic proficiency.
- Experience working during US-style or extended operational windows including evenings, weekends, and public holidays as required.
- Proven coordination with transport operational teams and subject matter experts to keep services in operation or restore operations after breakdowns/incidents/accidents.
- Project management experience managing a complex integrated workstream and coordinating with contractors and relevant third parties.
- Knowledge of site and/or venue procedures and guidelines for emergency situations.
- Valid driverās license.
- Outstanding organisational and multitasking abilities with sound judgement and critical thinking under pressure.
- Ability to evaluate vehicle contractorsā (infrastructure and vehicles) performance (KPIs) and adjust/optimise performance to meet operational requirements.
- Flexible and adaptable, able to work beyond the direct parameters of the job description as required, and comply with work instructions from line management.
- Experience in risk management, contingency planning, crisis management, and identifying the right experts during incidents to restore normal operations.
