Job description
The Clinical Applications Manager is responsible for operational leadership, governance, and optimization of all hospital clinical applications within a healthcare environment in Dubai, United Arab Emirates. The role oversees daily operations of core clinical systems including EHR, RIS/PACS, LIS, pharmacy systems, registration, scheduling, and specialty clinical applications, ensuring service stability through proactive monitoring, structured escalation, SLA management, and rapid incident triage. The position enforces disciplined delivery cadence across backlog grooming, sprint planning, testing, UAT, deployment, and hypercare, while maintaining predictable release calendars and KPI reporting to senior technology leadership. The role leads requirements management and solution design by facilitating clinical workshops, translating clinical needs into functional and technical specifications, and ensuring interoperability, data quality, patient safety, and regulatory compliance. It drives clinical workflow optimization across physician, nursing, pharmacy, lab, radiology, ER, and OR environments, focusing on throughput improvement, reduction of unnecessary customizations, and standardization. The Clinical Applications Manager governs vendor performance, contracts, SLAs, upgrades, and escalations, leads and develops clinical application analysts and specialists, and maintains operational dashboards and reporting. The role ensures compliance with DHA and NABIDH requirements, data security standards, audit readiness, disaster recovery preparedness, and resilience of clinical systems.

Key responsibilities
- Oversee daily operations and governance of all clinical applications including EHR, RIS/PACS, LIS, pharmacy, registration, scheduling, and specialty systems
- Ensure service stability through proactive monitoring, rapid incident triage, structured escalation, and SLA management
- Ensure timely completion and documentation of tickets, configuration fixes, order set updates, template changes, interface validation, and code table updates
- Coordinate 24/7 on-call rotations, major incident response protocols, and clinical downtime and business continuity planning
- Run structured weekly delivery cycles including backlog grooming, prioritization, sprint planning, testing, deployment, and clinical engagement
- Maintain monthly operational reviews, POD scorecards, KPI presentations, and reporting to the Director of Technology
- Establish and manage predictable release calendars covering requirements, design, build, test, UAT, deployment, and hypercare
- Facilitate clinical workshops to gather requirements, perform root-cause analysis, and define system improvements
- Translate clinical requirements into detailed functional and technical specifications
- Lead end-to-end solution design ensuring interoperability, data quality, patient safety, and regulatory compliance
- Validate change impacts on clinical workflows, downstream systems, and hospital operations
- Work with physicians, nursing leadership, pharmacy, lab, radiology, ER, and OR teams to identify and eliminate workflow inefficiencies
- Lead structured clinical optimization initiatives to reduce clicks, streamline workflows, and improve throughput
- Champion system adoption, standardization, and reduction of unnecessary customizations
- Act as the primary operational contact for clinical application vendors and manage SLAs, escalations, upgrades, and patching
- Ensure vendor performance aligns with contractual obligations and hospital expectations
- Lead, mentor, and develop clinical applications analysts and specialists with clear performance metrics and workload visibility
- Build technical depth within the team across configuration, workflow design, interoperability, and testing
Experience & skills
- Demonstrate strong hands-on configuration experience in a minimum of two Cerner clinical modules
- Demonstrate deep understanding of hospital operations and clinical workflows
- Demonstrate knowledge of clinical interoperability standards including HL7, FHIR, and DICOM
- Demonstrate experience leading application teams within a hospital environment
- Demonstrate strong governance, delivery discipline, and vendor management capability
- Demonstrate experience managing clinical application incidents, releases, UAT, and operational reporting
- Demonstrate ability to ensure compliance with DHA and NABIDH regulatory requirements
- Demonstrate capability to lead disaster recovery planning and clinical downtime readiness
