Job description
The Vice President, Technical Support Division (TSD) at Duqm Refinery & Petrochem is responsible for leading the implementation and management of Technical Support Services & Quality Assurance functions. Reporting to the COO of OQ8, this senior leadership role oversees multiple verticals including asset integrity, process engineering, laboratory services, engineering services, process optimization, and project management. The VP ensures compliance with industry standards and safety regulations, and is the custodian of engineering and process licenses, methodologies, and systems including SAP PS, PVP, XOW, RBI, MOC, SIL/SIS, and AI/PSM. Key responsibilities include strategic planning, managing departmental budgets, developing internal policies, and promoting continuous improvement through advanced methodologies such as Six Sigma and Lean. The VP is also charged with organizational development, talent management, and delivering efficient, cost-effective technical services aligned with OQ8ās mission and national goals. The role demands a deep understanding of Omanās refining sector and requires at least 18 years of industry experience with 10+ years in leadership, strong business acumen, and a proven track record in managing cross-functional technical divisions within oil and gas.

Key responsibilities
- Develop and implement departmental strategy aligned with TSD and organizational goals
- Lead and oversee process engineering functions to optimize production and ensure product quality
- Ensure real-time monitoring, process simulation, and advanced process control implementation
- Manage laboratory services to ensure technical compliance and operational support
- Act as owner of Asset Integrity and RBI programs to maintain the integrity of refinery assets
- Provide leadership to multi-discipline engineering teams and oversee documentation control
- Oversee all engineering aspects of refinery projects from conception to completion
- Implement reliability engineering practices to optimize asset performance and lifespan
- Monitor and control OPEX, CAPEX, and revenue budgets for TSD services
- Ensure timely and accurate reporting in compliance with internal and external standards
- Develop and enforce department policies and controls covering all TSD activities
- Ensure compliance with HSE and environmental regulations to safeguard operations
- Lead change management initiatives to enhance operational efficiency and risk mitigation
- Manage talent development, performance appraisals, and succession planning within TSD
- Liaise with internal stakeholders and external entities such as licensors and suppliers
- Promote integration of new assets and personnel with existing operations for optimized profitability
Experience & skills
- Hold a Bachelor's degree in Engineering or Chemistry
- Possess 18+ years of experience in technical, engineering, reliability, integrity, and lab services within oil and gas
- Have at least 10 years of experience in leadership roles across technical service functions
- Demonstrate experience in managing multiple technical verticals in a matrix organization
- Show competency in strategic planning, business development, and project oversight
- Exhibit strong knowledge of performance metrics, data analysis, and IT infrastructure
- Display high-level leadership and organizational skills with a track record in large-scale operations
- Possess understanding of Omanās refining sector and national development drivers
- Have excellent English communication skills (spoken, written, read)
- Be proficient in MS Office and relevant technical/project management software
- Demonstrate proven ability to manage teams, resolve conflicts, and lead cross-functional projects
