Job description
Representing the Royal Commission as owner, this Chief Civil Engineer makes sure civil engineering work in Ras Al-Khair Industrial City meets the required safety and quality standards. Bechtel, through Saudi Arabian Bechtel Company (SABCO), has served as Management Services Contractor for Jubail and Ras Al-Khair since the mid-1970s, and its contract was renewed in June 2026 for another five years. Work plans, design packages, safety, quality and procurement plans, and RFIs all come to you for review. Technical issues between RC Engineering and contractors are resolved through you, and TQs, FCDs and technical submittals are dispositioned in support of Construction. A combined team of Royal Commission and Bechtel civil engineers reports to you functionally, and knowledge transfer to national engineers is a priority. Design reviews for civil, site development and utilities packages prepared by A/E firms are led here, along with multi-discipline reviews. Guideline specifications and design guidelines for residential, industrial and neighbourhood commercial centres are prepared and updated, and Land Allocation Requests and private investor site designs are reviewed. Daily commuting from accommodation in Jubail, about 100 km away, is part of the routine, and the post is single status. A chartered engineer with 14 to 17 years in civil engineering, including at least 10 in design management on large multidisciplinary projects, fits the role.
