Job description
The Senior Engineer - Planning role within infrastructure projects is responsible for developing and managing project planning deliverables across pre-tender, tender, and execution phases, including tailoring project-specific integrated Master Programme in coordination with relevant parties and submitting to line manager for review and approval, proposing and planning actions with Design Manager and Project Lead to identify areas of concern, anticipate consequences, delays, recovery of delays and maintain continuous updates, developing pretender risk register in consultation with Project Lead and departments, updating risk register throughout project phases as tool for PMT in responding to risks, ensuring integration between Project Master Programme and Lead Consultant Programme, capturing areas of concern from consultants and escalating when required, developing and maintaining procurement tracker for project procurement packages aligned with approved Procurement Strategy and delivery dates, monitoring bidding and procurement progress during tender and appointment phase, evaluating biddersâ tender programmes during tender evaluation and negotiation, administering review and approval process of Contractor's baseline programme, ensuring integration between Project Master Programme and Contractor baseline Programme and updates, reviewing and controlling programme of works submitted by contractors, establishing periodic reviews of project baselines and updates, preparing delay forecasts, mitigation measures, recovery programmes, compiling contemporary records to facilitate evaluation of contractor extension of time claims, liaising with project QS to ensure consistency between Interim Payment Certificates and site progress, preparing and maintaining project cash-flow projections based on site progress, attending site progress meetings and inspections to monitor execution and identify risks, updating procurement tracker aligned with contractor approved programme, tracking procurement packages and PC items post-tender, administering periodic visits by RERA, coordinating with company departments, Planning Manager and Project Lead, and ensuring achievement of cash call milestones throughout project lifecycle.

Key responsibilities
- Develop and tailor a project-specific integrated Master Programme during the pre-tender phase in coordination with Design Manager, Project Lead, consultants, and relevant stakeholders, ensuring alignment with infrastructure project objectives, capturing project milestones, procurement timelines, delivery schedules, consultant interfaces, and project dependencies, and submit the programme to the line manager for review, validation, and approval while continuously updating planning logic based on project requirements and risk exposure
- Propose, record, and plan actions with the Design Manager and Project Lead to address areas of concern, anticipate potential project delays, identify dependencies affecting schedule performance, evaluate consequences of design development changes, define mitigation planning strategies, implement recovery programme initiatives, and maintain continuous updates to ensure the integrated Master Programme remains aligned with project objectives and delivery timelines
- Develop, maintain, and continuously update a pretender risk register in consultation with Project Lead and relevant departments, identifying potential and actual project risks, capturing schedule threats, procurement risks, and delivery constraints, ensuring risk tracking across all project phases, and providing PMT with risk analysis data to support proactive decision-making and mitigation planning throughout project lifecycle
- Ensure integration between Project Master Programme and Lead Consultant Programme by reviewing consultant deliverables, identifying inconsistencies, capturing areas of concern raised by consultants, escalating scheduling conflicts, validating programme logic, and ensuring coordination between project planning schedules, consultant timelines, and project delivery milestones
- Develop, maintain, and update project procurement tracker for all procurement packages in accordance with approved Procurement Strategy, aligning procurement milestones with delivery dates within the Project Master Programme and Lead Consultant Programme, tracking procurement progress, monitoring critical packages, and ensuring procurement activities support project execution schedules
- Monitor bidding and procurement progress during tender and appointment phase, evaluate bidders' tender programmes, review contractor schedules for feasibility and compliance, provide comments during tender evaluation and negotiation, assess contractor planning methodologies, and ensure alignment with procurement tracker timelines and project delivery objectives
- Administer review and approval of Contractorâs baseline programme during post-tender execution phase, ensure integration between Project Master Programme and contractor baseline programme, review programme of works submitted by contractors, conduct periodic baseline reviews, analyze delay forecasts, recommend mitigation planning measures, implement recovery programmes, and support adherence to project deadlines and milestones
Experience & skills
- Possess a Bachelorâs degree in engineering, construction management, or architecture with demonstrated experience in infrastructure projects and minimum 6â10 years of relevant planning experience involving Project Master Programme development, integrated planning, and infrastructure project scheduling across multiple project phases
- Demonstrate proven experience in developing integrated Master Programme schedules, coordinating with Design Manager, Project Lead, consultants, and stakeholders, managing programme dependencies, and ensuring alignment between Project Master Programme, Lead Consultant Programme, and Contractor baseline programme
- Exhibit strong expertise in developing and maintaining risk register documentation, identifying project risks, analyzing schedule impacts, implementing mitigation planning strategies, and supporting PMT in responding to potential and actual project risks throughout project lifecycle
- Show experience in procurement planning and management including development and maintenance of procurement tracker, alignment with Procurement Strategy, monitoring procurement packages, tracking delivery timelines, and coordinating procurement milestones within project schedule
- Demonstrate experience in tender phase planning activities including evaluation of bidders' tender programmes, reviewing contractor planning submissions, participating in tender evaluation and negotiation, and validating schedule feasibility and project delivery timelines
- Possess expertise in contractor programme review, baseline programme analysis, delay forecasting, mitigation planning, recovery programme development, periodic baseline updates, and performance monitoring to ensure compliance with project deadlines and targets
- Demonstrate experience in contract administration support including compiling contemporary records, evaluating extension of time claims, coordinating with project QS, reviewing Interim Payment Certificates, preparing cash-flow projections, and monitoring site progress performance
- Show ability to coordinate RERA site visits, attend site progress meetings, conduct site inspections, track project risks, maintain procurement trackers, monitor contractor performance, and ensure cash call milestone achievement aligned with infrastructure project execution requirements
