Job description
The Associate Director - Dry Utilities Transmission and Distribution Networks will oversee the delivery of dry utility programs for power and cooling distribution within Red Sea Global projects. The role requires leadership in the design, construction, testing, and commissioning of dry utilities, ensuring alignment with BOOT/PPP projects, compliance with safety and environmental standards, and integration of smart sustainable infrastructure solutions. The position will manage technical advisors, consultants, contractors, and PPP consortia, ensuring project delivery is on schedule, within budget, and meets RSUC and RSG objectives.

Key responsibilities
- Contribute to annual business plan and functional strategies for dry utilities distribution.
- Translate dry utilities distribution strategy into operational business plans and monitor execution.
- Lead the distribution team in design, construction, testing, and commissioning of dry utilities.
- Supervise preparation of employer requirements, tender documents, and technical scope for consultants and contractors.
- Assist in managing technical bid assessments and support consultant and contractor selection.
- Lead engineering design and delivery of dry utility transmission and distribution systems including power supply and district cooling.
- Review project designs, materials, and provide cost planning inputs.
- Ensure necessary permits are obtained before finalizing plans and commencing construction.
- Monitor construction progress to ensure compliance with contract and design requirements.
- Assist in resolving critical design and construction issues, verifying claims, and coordinating across RSUC and RSG functions.
- Oversee commissioning and testing including third-party testing, trial runs, performance and reliability tests.
- Ensure delivery of technical reports, manuals, O&M plans from consultants and contractors.
- Provide technical support to internal RSUC functions including metering, operations, new developments, and commercial services.
- Monitor project costs, quality, and schedule to align with tender documents.
- Manage relationships with consultants and contractors to ensure technical and schedule compliance.
- Identify, assess, and mitigate project risks to prevent delays and added costs.
- Manage team activities, provide leadership, feedback, and development opportunities.
- Implement corporate policies, procedures, and risk management practices within dry utilities.
- Ensure safety, quality, and environmental compliance across all projects.
- Contribute to continuous improvement initiatives and adoption of advanced technologies for reliable, efficient utilities distribution.
Experience & skills
- Bachelor’s or Master’s degree in Electrical, Mechanical, Civil, Industrial, or Chemical Engineering.
- 12–15 years of relevant experience with 5–10 years in a managerial role.
- Experience in large sustainable infrastructure utilities projects.
- Knowledge and experience in smart sustainable utilities infrastructure preferred.
- Strong experience in BOOT/PPP project delivery and utility project management.
- Experience working in KSA and GCC countries.
- Proven ability to manage design, construction, testing, and commissioning of power and cooling distribution networks.
- Strong skills in tendering, technical bid evaluation, and consultant/contractor management.
- Knowledge of safety, environmental compliance, and risk management frameworks.
- Experience in technical reporting, cost planning, and schedule control.
