The Assistant Procurement Manager assists the procurement function on designated tenders by preparing master lists, prequalifying entities, managing tender timelines, issuing RFPs/RFTs, coordinating bidder queries, analyzing submissions, conducting negotiations, and preparing award recommendations.
Required skills
Key responsibilities
- Prepare master list of pre-qualified consultants, contractors, subcontractors, and suppliers
- Assist in prequalifying new entities into the pre-qualified master list
- Maintain a procurement department plan for ongoing / upcoming tenders in conjunction with other departments
- Establish tender lists for consultants, contractors, subcontractors, suppliers
- Prepare requests for proposals/request for tenders prior to issuance to the market
- Attend to bidders queries pre-opening in coordination with other departments
- Analyze returns from bidders taking note of qualifications / exclusions / normalization
- Conduct negotiations along with line manager in an ethical and professional manner with bidders post submission
- Prepare, compile, and issue post tender clarifications after line manager approval
- Prepare recommendations for shortlisting / award for internal sign off
Experience & skills
- Civil Engineering / Quantity Surveying Degree / relevant degree
- Worked previously with a Developer in a procurement function for more than 1 year
- More than 6 years overall experience
- Good hands on experience in MS Office, preferably professional level in MS Excel
