Job description
The Vice President - Tendering at Aldar in Abu Dhabi is responsible for managing the entire tendering process for buildings and infrastructure projects, from RFP development through consultant/contractor appointment. This includes contractor prequalification, tender document preparation, bid evaluations, contract finalization, and ensuring compliance with procurement policies, local laws, and FIDIC contracts. The role requires close liaison with Legal, Finance, Project Management, PMC, and Users/Clients teams, coordination of site visits and pre-bid meetings, technical and commercial evaluation of bids, conducting spend analysis, supporting market research, and leading negotiations to secure competitive, risk-mitigated offers. The position emphasizes ethics, attention to detail, contract management, stakeholder relationship building, and the application of best practices in tendering and procurement within the construction industry.

Key responsibilities
- Manage and implement the tendering process from planning and prequalification until award in accordance with procurement policies
- Review tender-related scope templates and associated documentation for compliance with laws, regulations, policies, and procedures, liaising with Legal and Finance
- Develop requalification of consultants, contractors, and service providers and classify them based on expertise and criteria
- Review project scopes from Users/Clients and develop maintainable scopes of work for RFP issuance
- Provide guidance to Users’ teams/Clients in preparation of Project Procurement Strategies and packages
- Approve prequalification and technical evaluation criteria in line with company standards
- Obtain Expressions of Interest from short-listed bidders and coordinate site visits and pre-bid meetings
- Participate in tender opening of technical and commercial proposals
- Coordinate with Project Management teams and PMC for bid clarifications and perform commercial evaluations
- Seek assistance from Cost Estimation and project teams to evaluate bidders’ priced proposals
- Support Users on technical negotiations and lead commercial negotiations with bidders
- Conduct periodic ALDAR spend analysis by category and vendor
- Support market research for innovative design and solution implementation
Experience & skills
- Minimum 10+ years of experience in tendering and general procurement within the construction industry (buildings and infrastructure works)
- Minimum 2+ years in managerial position
- Strong knowledge of FIDIC contract terms, local laws, and other contractual forms
- High ethics to manage unbiased tendering processes
- Ability to enforce standards, procedures, policies, and contractual agreements
- Excellent attention to detail
- Strong verbal and written communication skills for drafting and maintaining contracts
- Ability to build and maintain relationships with Users, Clients, contractors, and consultants
- Bachelor’s degree in Engineering or Cost Estimation
- Membership in a certified organization such as RICS
