Job description
Reporting to the Commercial Director, this Lead heads the commercial function that keeps a landmark Riyadh mixed-use programme on budget, with KBR running the PMO. Contracts, risk and other support service departments are directed by you so every commercial deliverable lands on time. PMCs work to cost and commercial reporting formats you set and govern, and their analytical data passes through you for validation. Consolidated cost reports go to DevCo, the BOD, Excom, Treasury, PIF and HRH, built from the Project Cost Report, Commercial Executive Report and cashflows in Unifier. Earned Value reporting depends on CBS and WBS being tied together, and baseline budget updates, trend analysis and change control follow from there. Benchmarking spans the Tender Price Index, professional fees, construction costs, GFA/BUA efficiency and monthly and quarterly KSA market analysis. Insurances, guarantees and warranties are tracked in a dedicated database, while BoQ and tender guidelines are reviewed to set PMC standards. Risk management services for the assigned District/Master Plan and executive risk reporting complete the scope, along with advice to the Client on commercial strategy. Applicants need a Bachelor's degree in engineering or quantity surveying, 15+ years of post-graduation experience, MRICS, CIOB or equivalent, prior Senior Commercial Manager experience and working knowledge of FIDIC and NEC.

Key responsibilities
- Direct contracts, risk and other support service departments to deliver all commercial outputs on time
- Set and govern standard cost and commercial reporting formats for the PMCs
- Verify analytical commercial data compiled with the PMCs
- Oversee executive risk reporting
- Configure the Project Cost Report, Commercial Executive Report and cashflows in Unifier and integrate them with other platforms
- Assess procurement guidelines for BoQ and tender documents to create PMC standards
- Compile programme-wide consolidated cost reports for DevCo, BOD, Excom, Treasury, PIF and HRH
- Gather annual programme-wide budgets and monthly cashflow reports for client approval
- Benchmark tender prices, professional fees, construction costs, GFA/BUA efficiency and KSA market inputs
- Distribute cost benchmarking templates and elemental cost plan formats to the PMCs
- Help design and implement programme change control procedures
- Release programme-wide project cash flow reports
- Report project cost trends and change
- Evaluate cost risks and opportunities
- Integrate the Cost Breakdown Structure with the Work Breakdown Structure for Earned Value reporting
- Revise the programme baseline budget for approved changes
- Contribute to the Business Plan exercise
- Provide portfolio-wide risk management services for the assigned District/Master Plan
- Roll up PMC risk registers into programme-level and departmental registers
- Guide the Client on commercial strategy
- Track insurances, guarantees and warranties in a maintained database
- Write project close-out and commercial reports throughout the life cycle
Experience & skills
- Graduate with a Bachelor's degree in engineering or quantity surveying
- Offer a minimum of 15 years of post-graduation experience
- Carry MRICS, CIOB or an equivalent certification
- Prove prior experience as a Senior Commercial Manager
- Lead commercial, contracts and risk teams with confidence
- Understand the commercial aspects of major civil and infrastructure projects, including urban developments, roads, bridges and utilities
- Evidence significant procurement and contract management experience on such projects
- Navigate international contracting mechanisms including FIDIC and NEC
- Operate project management and cost reporting software
- Speak and write fluent English
