Job description
The Manager of Workforce Planning is responsible for designing, leading, and embedding a forward-looking workforce planning framework that ensures Masdar has the right capabilities in the right roles at the right time, supporting both current operations and long-term transformation goals. The role involves coordinating manpower budgeting and resource planning in collaboration with People & Culture, finance, and senior management. This position contributes to enhanced organizational agility, supports Emiratization efforts, and ensures talent sustainability. The role requires interfacing with finance teams on budget forecasting, cost modeling including salaries and benefits, and long-term workforce projections, as well as advising senior leadership on talent capacity, cost scenarios, and future-readiness. The manager will also oversee the execution of enterprise-level workforce planning frameworks with measurable organizational impact.

Key responsibilities
- Design and implement a forward-looking workforce planning framework to ensure the right capabilities are in place for current operations and future transformation
- Coordinate manpower budgeting and resource planning in collaboration with People & Culture, finance, and senior management
- Advise senior leadership on talent capacity, cost scenarios, and organizational future-readiness
- Oversee budget forecasting, cost modeling (including salaries, benefits, and other costs), and long-term workforce projections with finance teams
- Drive initiatives that enhance organizational agility, talent sustainability, and support Emiratization efforts
- Ensure enterprise workforce planning frameworks are executed successfully and deliver measurable organizational impact
Experience & skills
- Possess a Bachelor's degree in mathematics, engineering, or related field
- Hold an MBA or Master’s in HR, Finance, Business Analytics, or related discipline preferred
- Certification in workforce planning or HR analytics (e.g., SHRM-SCP, CIPD, HCI SWP)
- Have 6–8 years of progressive experience in workforce planning, budgeting, or organizational strategy in large or fast-paced organizations
- Demonstrated experience in finance or business planning exposure, including budget forecasting, cost modeling, and collaboration with finance teams on workforce projections
- Proven track record in designing and executing workforce planning frameworks with enterprise-level impact
- Experience advising senior leadership on talent capacity, cost scenarios, and future organizational readiness
