The People and Culture Manager (Human Resources & Talent Management – Hospitality) role in Al Khobar, Saudi Arabia is responsible for developing and implementing strategic talent management initiatives that foster a positive, inclusive, and high-performing workplace culture within a hotel environment. The role involves reviewing and updating People & Culture policies and procedures as well as other human resources materials to ensure alignment with organizational standards and Saudi Arabian labor laws and social legislation. The position requires monitoring present and future trends in the local labor market and regulatory environment, providing recommendations to management to ensure compliance and competitiveness. The manager oversees the administration of the Performance Appraisal Program, acting in an advisory capacity to department heads, ensuring consistent and effective performance management practices across the organization. The role ensures that all employees comply with hotel policies and procedures and government regulations pertaining to employment practices, maintaining strict adherence to HR best practices. Responsibilities include preparing and submitting periodic HR reporting and People & Culture reports to management, as well as preparing and issuing official correspondences related to the People & Culture department. The manager provides counseling to hotel personnel in areas such as career planning, training and development, and employee relations, supporting workforce engagement and development. A key component of the role is managing employee relations, including investigating and reviewing disciplinary actions to ensure compliance with labor law, hotel rules, and regulations, and collaborating with department heads and the Director of People & Culture to determine appropriate actions. The manager also oversees employee engagement initiatives including organizing social, athletic, and recreational activities to enhance workplace culture. The role requires maintaining strong working relationships with internal departments and external professional contacts, ensuring effective collaboration. The position involves full-cycle recruitment and manpower planning, including developing and implementing recruitment strategies and procedures to attract qualified candidates, analyzing hotel manpower requirements, coordinating with hiring managers and leadership for recruitment approvals, and conducting recruitment interviews and exit interviews. The manager also maintains partnerships with recruitment agencies and talent sources. The role requires proficiency in HRIS and talent management software, as well as experience in organizational development, change management, and conflict resolution, supported by strong analytical skills and a data-driven approach to HR decision-making. Fluency in English is required, with Arabic language skills highly desirable, and professional HR certifications such as SHRM-SCP or HRCI considered an advantage.

- Analyze manpower requirements and coordinate recruitment processes with hiring managers, divisional heads, and General Manager based on approved standards
- Conduct recruitment interviews and exit interviews while maintaining relationships with recruitment agencies and talent sources
- Maintain effective working relationships with internal departments and external stakeholders to support HR operations and initiatives
Experience & skills
- Hold a Bachelor's degree in Human Resources Management or a related field
- Demonstrate a minimum of 5 years of progressive experience in talent management or HR leadership roles
- Exhibit proven experience in developing and implementing successful talent management strategies
- Demonstrate strong knowledge of Saudi Arabian labor laws, social legislation, and HR best practices
- Show proficiency in HRIS and talent management software for HR operations and reporting
- Demonstrate experience in organizational development and change management initiatives
- Exhibit experience in managing employee relations, disciplinary processes, and conflict resolution
- Demonstrate strong analytical skills with a data-driven approach to HR decision-making and reporting
- Show ability to work effectively in a fast-paced, multicultural environment with multiple HR responsibilities
- Demonstrate fluency in English with Arabic language skills considered highly desirable
- Hold or be eligible for professional HR certifications such as SHRM-SCP, HRCI, or equivalent
- Demonstrate commitment to continuous learning and staying current with HR trends and practices
