Job description
The Rail Sector Lead role at Turner & Townsend is a senior, Director-level leadership position responsible for driving growth, reputation, and delivery excellence in the rail sector across the Middle East, based in Riyadh, Saudi Arabia. The role is accountable for defining and executing the regional rail business strategy, securing new business, cross-selling services, strengthening the market proposition, and positioning Turner & Townsend as a trusted program partner. The position involves influencing clients at board level, engaging with regulators and government bodies, managing strategic alliances, and overseeing major rail and tunnel infrastructure commissions. The Rail Sector Lead provides thought leadership nationally and regionally, leads annual strategic planning for the rail sector, and coordinates industry conferences and events. The role also includes operational oversight of large-scale rail projects, ensuring delivery on time, on budget, and to quality standards, while managing risk, financial performance, compliance with industry regulations, and continuous improvement. As a senior leader, the role requires building, leading, and mentoring high-performing multidisciplinary teams, developing succession plans, contributing to business boards, and collaborating across national and regional initiatives within Turner & Townsendâs global infrastructure practice.

- Develop and execute the regional rail sector strategy to secure new business and cross-selling opportunities
- Oversee existing rail commissions and ensure performance excellence in delivery, cost, schedule, and quality
- Identify and establish strategic alliances to expand market reach and sector capability
- Lead business development initiatives, act as capture lead or sponsor, and develop winning pursuit strategies
- Engage and influence clients, regulators, and government bodies at board and executive level
- Shape and advance the rail service offering through thought leadership and strategic planning
- Manage large-scale rail and tunnel infrastructure projects ensuring compliance with standards and best practices
- Oversee recruitment, resource planning, competency development, mentoring, and succession planning for rail teams
- Monitor financial performance, manage commercial returns, and provide forecasts and reports to senior management
- Identify project and business risks, implement mitigation strategies, and ensure governance and quality assurance
Experience & skills
- Degree in Civil Engineering, Transport Engineering, or a related discipline
- Extensive experience in rail infrastructure and tunnel construction project management
- Proven ability to build trust with clients and teams through transparency and reliability
- Experience leading large, diverse teams and fostering a high-performance culture
- Strong analytical capability and experience implementing growth strategies
- Proficiency in project controls, cost, schedule, and quality monitoring tools
- Excellent communication, negotiation, and conflict-resolution skills
- Relevant professional certifications such as PMP, PE, CCP, or equivalent
- Ability to engage at board level and represent the organization with credibility
- Experience ensuring compliance with rail industry standards, regulations, and best practices
