Job description
Responsible for leading measurement, cost control, and contract administration activities for infrastructure projects. Prepares major variation claims, cost impact assessments, and commercial reports. Reviews and approves BOQs, quantity breakdowns, and valuations. Conducts risk analysis for cost overruns and provides mitigation strategies. Mentors junior QS staff and coordinates with finance, planning, and engineering teams. Participates in client and contractor negotiations and project reviews. Utilizes strong commercial expertise and deep knowledge of FIDIC contracts, ensuring advanced application of measurement, cost forecasting, and claim preparation techniques across all project stages.

- Lead comprehensive measurement, cost control, and contract administration processes for infrastructure projects, ensuring all activities comply with contractual, commercial, and regulatory requirements.
- Prepare detailed variation claims, including analyzing scope changes, quantifying impacts, and developing supporting documentation for internal and client approval.
- Conduct thorough cost impact assessments on project activities and changes, providing clear recommendations to minimize financial risk and optimize budget performance.
- Review and approve Bills of Quantities (BOQs), quantity breakdowns, and valuations, ensuring accuracy and alignment with contract terms and project specifications.
- Perform detailed risk analysis related to potential cost overruns, delays, or disputes, and develop proactive mitigation strategies to reduce project exposure and ensure timely completion.
- Mentor and guide junior quantity surveyor staff, providing technical training, performance feedback, and oversight to ensure accurate measurements, reporting, and adherence to standards.
- Collaborate closely with finance, planning, and engineering teams to maintain coordinated project delivery, including budget reconciliation, forecasting, and reporting.
- Engage directly with clients and contractors during negotiations, project reviews, and dispute resolutions, representing the company with professionalism and expertise while safeguarding commercial interests.
Experience & skills
- Bachelor's degree in Quantity Surveying or Civil Engineering, with a thorough understanding of construction methods and engineering principles.
- 10–15 years of experience in quantity surveying, with at least 5+ years in senior roles managing commercial, contractual, and cost responsibilities on infrastructure projects.
- Strong commercial awareness and in-depth knowledge of FIDIC contracts, including familiarity with terms, conditions, and standard forms of contract used in international projects.
- Advanced technical skills in measurement, cost forecasting, claim preparation, and reporting, ensuring high accuracy and reliability in all deliverables.
- Proven ability to analyze complex project data, identify risks, and develop mitigation strategies that safeguard budgets, schedules, and project quality.
- Demonstrated experience in mentoring and developing junior QS staff, fostering a culture of knowledge transfer, accountability, and continuous improvement.
- Exceptional negotiation and communication skills to effectively manage interactions with clients, contractors, and multidisciplinary project teams, achieving mutually beneficial outcomes.
- Track record of managing multiple projects simultaneously, ensuring timely delivery, compliance with contractual obligations, and consistent alignment with company policies, financial controls, and stakeholder expectations.
