Job description
Noatum Ports is seeking a Senior Specialist - Contracts in Abu Dhabi to manage both pre-award and post-award contract activities. The role involves developing procurement plans, preparing tender documents, managing bidder interactions, evaluating commercial and technical bids, negotiating terms, and administering contracts. The candidate will also provide contractual advice, manage variations and claims, and ensure compliance with procurement policies and procedures.

Key responsibilities
- Coordinate with End Users in developing yearly procurement plans.
- Prepare Requests for Expression of Interest and Pre-qualification documents for potential bidders.
- Assist in evaluation of responses and prepare Bidders Lists.
- Examine scope of work and information provided by End Users or consultants for completeness.
- Prepare ITT packages using standard forms and coordinate issuance to approved bidders.
- Organize pretender meetings and site visits with bidders.
- Prepare all correspondence to bidders during the bidding period.
- Perform evaluation of unpriced commercial aspects of technical bids and evaluation of commercial bids.
- Prepare recommendation for award and draft Letter of Award.
- Maintain computerized or manual contract logs and files.
- Negotiate terms and conditions and finalize contract documents.
- Perform contract administration activities including bank guarantees, insurances, invoices.
- Provide contractual advice to End Users and prepare related correspondence.
- Review and evaluate variations and claims, prepare recommendations for management approval.
- Prepare contract amendments as required.
- Perform close-out of contractual matters upon project completion.
- Manage expectations of End Users through proactive engagement.
- Liaise with bidders and contractors professionally.
- Ensure compliance with procurement policies and procedures.
- Implement cost-effective solutions through appropriate tender strategies.
Experience & skills
- Bachelor’s Degree in Quantity Surveying or Business Administration.
- Fluent written and spoken English; Arabic preferred.
- Superior business writing skills.
- 10 years of experience in pre-award and post-award contract management.
- Experience with design-build/construction contracts over AED 100m or consultancy/general services contracts up to AED 10m.
- Strong knowledge of contractual terms and conditions.
