Job description
The Senior Manager – FZA & SCA is responsible for managing the regulatory and legislative framework related to Worker Residential Cities and Free Zones in Abu Dhabi. The role involves developing new executive regulations, bylaws, and policies, ensuring alignment with federal and emirate legislation, and maintaining compliance. The manager leads stakeholder engagement with government and private entities for licensing processes, provides legislative analysis and mitigation solutions, and ensures company policies align with new regulations. Responsibilities include endorsement of fee proposals, legislative advisory for top management, and drafting concession agreements. The manager also oversees team performance, resource planning, strategic policy assessments, and ensures procedural efficiency through technology. People management responsibilities include supervising a specialist and executive, conducting performance reviews, and facilitating skill development through training.

Key responsibilities
- Suggest and develop new executive regulations and policies for Worker Residential Cities and Free Zones
- Ensure legislative compliance of all regulations and bylaws
- Conduct legislative workshops and sessions
- Develop procedures for license issuance and cancellation
- Coordinate with government and private entities on licensing matters
- Approve service fee and tariff proposals
- Analyze new legislations affecting company operations and propose mitigation strategies
- Ensure company policy alignment with new regulations
- Provide legislative support to top management and divisions
- Prepare and approve concession agreements
- Align contracts with local and federal legislations
- Lead policy and regulation development for Worker Residential Cities and Free Zones
- Research future policy directions
- Propose section budgets and ensure availability of resources
- Approve employee performance appraisals
- Ensure documentation and compliance of divisional policies
- Identify technology needs for efficient operations
- Perform additional duties as directed by the Director–Authority Regulations
Experience & skills
- Minimum of a Bachelor Degree in maritime studies, maritime law, or business management or equivalent
- Preferably with Nautical Certificate of Competency for Master-Unlimited
- Experience in regulatory and legislative affairs
- Experience in stakeholder coordination and legislative advisory
- Ability to lead teams and manage performance appraisals
- Capability to develop and align policies with legislation
- Knowledge of concession agreement processes and licensing regulations
- Understanding of technology applications in regulatory functions
