The Senior Strategic Planning Engineer is a high-level engineering professional specializing in the design, planning, and management of urban water supply systems, wastewater infrastructure, stormwater systems, and integrated water resource planning within large-scale urban development projects in Saudi Arabia. The role involves developing efficient, sustainable, and optimized engineering solutions for water distribution networks, sewage collection and treatment systems, and stormwater drainage systems to ensure long-term environmental sustainability and infrastructure reliability. The position requires advanced analytical capabilities to assess existing infrastructure conditions, evaluate project requirements, and develop optimized engineering solutions that balance functionality, cost efficiency, environmental protection, and regulatory compliance. The engineer conducts detailed feasibility studies evaluating technical, environmental, economic, and regulatory aspects of urban development projects, including air and water quality impacts, habitat disruption, and energy consumption considerations. The role ensures compliance with applicable building codes, engineering standards, and environmental regulations while coordinating approvals with government authorities. It involves integration of wet infrastructure systems with urban planning frameworks, including transportation networks, utility corridors, and land use planning strategies. The engineer collaborates with multidisciplinary stakeholders including urban planners, architects, developers, government agencies, and communities to deliver coordinated infrastructure solutions. The role also relies on advanced data analysis and modeling techniques to evaluate population growth, infrastructure demand, traffic patterns, and energy consumption to support evidence-based urban planning decisions. The position is governed by strict adherence to Quality, Environmental, Safety, and Occupational Health (QESH) standards under international consulting frameworks such as Hill International project management systems.

Key responsibilities
- Design and manage urban water supply and wastewater systems including water distribution networks, sewage treatment systems, stormwater management systems, and integrated water resource planning solutions
- Analyze existing urban infrastructure conditions and assess water demand, sewage capacity, and environmental requirements to develop optimized engineering solutions
- Conduct detailed feasibility studies evaluating technical, environmental, economic, and regulatory compliance factors for urban development projects
- Assess environmental impacts of infrastructure projects including air quality, water quality, habitat disruption, and energy consumption to develop mitigation strategies
- Plan and coordinate wet infrastructure systems within urban environments ensuring integration with transportation networks, utilities, and land use planning frameworks
- Review engineering designs, specifications, and construction plans to ensure compliance with applicable regulations, building codes, and safety standards
- Coordinate with regulatory authorities to obtain necessary approvals, permits, and compliance certifications for urban infrastructure projects
- Collaborate with multidisciplinary stakeholders including planners, architects, developers, government entities, and community representatives to develop integrated infrastructure solutions
- Apply data analysis and modeling techniques to evaluate infrastructure performance, population growth, traffic demand, and resource consumption patterns
- Ensure adherence to Quality, Environmental, Safety, and Occupational Health (QESH) policies, manuals, and procedures throughout project lifecycle
Experience & skills
- Apply advanced engineering knowledge in urban water systems, wastewater infrastructure, stormwater management, and water resource planning
- Conduct feasibility studies incorporating technical, environmental, economic, and regulatory assessment frameworks for urban development projects
- Demonstrate 15+ years of experience in engineering, urban planning, or infrastructure development on major national or international projects
- Ensure compliance with environmental regulations, building codes, engineering standards, and government approval processes
- Utilize data analysis and modeling tools to support infrastructure design, forecasting, and urban planning decisions
- Coordinate with multidisciplinary stakeholders including government agencies, planners, architects, and developers in complex project environments
- Apply knowledge of environmental impact assessment including air quality, water quality, habitat protection, and sustainability planning
