Job description
The PMC Offshore HSE Manager oversees the full project HSE Program for offshore activities, ensuring alignment with ADNOC Offshore procedures and project requirements. The role leads construction-related HSE efforts, guaranteeing safety compliance and operational integrity across all project phases. This includes developing, reviewing and endorsing HSE systems, programs and procedures; driving HSE excellence through visible leadership involvement; and guiding team members to meet ADNOC Offshore HSE Safety Policy, regulatory requirements and safe working practices. The position manages Safety Steering Team meetings involving Senior Project Management and major contractors, maintains communication with ADNOC Offshore Corporate HSE and shareholder company counterparts, implements HSE best practices, provides functional guidance to HSE staff, and develops a project-specific Risk Assessment Management System (RAMS). Responsibilities also include embedding HSE requirements into ITT packages, participating in tender evaluations, reviewing contractor HSE plans, establishing and updating HSE KPIs, ensuring robust incident notification, investigation and corrective action processes, overseeing HSE performance data collection and trend analysis, implementing Safety Observation and Intervention programs, supporting VAP and DSP packages, acting as project Security Point of Contact with ADNOC Offshore, and leading the design and delivery of in-house HSE training.

Key responsibilities
- Oversee the project HSE Program and coordinate shareholder and project HSE resources to achieve HSE objectives
- Drive HSE excellence through visible Senior Project Management involvement
- Engage the Project Leadership Team in developing, reviewing and endorsing all applicable HSE systems, programs and procedures
- Guide and train project team members to comply with ADNOC Offshore HSE Safety Policy, procedures, rules and safe working practices
- Establish systems and schedules for Safety Steering Team meetings with Senior Project Management and contractor representatives
- Maintain working relationships with ADNOC Offshore Corporate HSE, shareholder companies and major contractors
- Implement approved HSE best practices from ADNOC Offshore, shareholders and industry
- Recommend required HSE staffing and provide functional guidance to project HSE personnel
- Develop and implement the project’s Risk Assessment Management System (RAMS) with Engineering
- Ensure project HSE requirements are included in ITT packages and participate in or support tender evaluations
- Review contractor HSE plans, provide comments and endorse where appropriate
- Ensure HSE kick-off meetings occur with major contractors prior to mobilization
- Establish and annually renew HSE KPIs with Senior Project Management
- Schedule and conduct regular Project Management Team safety meetings
- Implement systems for prompt incident notification, reporting, investigation and corrective action tracking
- Oversee the collection and analysis of HSE performance data and trend monitoring
- Develop and implement a Safety Observation and Intervention program
- Provide HSE support for Value Assurance Process (VAP) and Stage Decision Support Packages (DSP)
- Act as the project Security Point of Contact with ADNOC Offshore
- Guide the design and delivery of in-house HSE training programs
Experience & skills
- Hold a B.S. in Engineering
- Have a minimum of 20 years of industry experience, preferably in Oil & Gas
- Have at least 10 years of HSE-related experience and 7 years of supervisory or managerial experience
- Bring experience in process safety, construction safety, brownfield modification and offshore operations in Oil & Gas
- Demonstrate capability to manage project-related activities within major offshore environments
- Possess strong communication abilities and leadership qualities suitable for managing diverse HSE teams
