Job description
The Head of Training & Regulatory Compliance - ANS will be responsible for leading ATS training and standards oversight activities, ensuring a robust Training and Standards Management System across all units under Serco Middle East Air Navigation Services Certification. The role demands strategic planning, business development, and oversight of compliance, legal, and assurance functions. Responsibilities include guiding the ANS team in safety and operational performance, engaging with regulatory bodies, managing complex contracts, and developing commercial opportunities for the Advisory and Academy Portfolio. The position requires strong leadership, operational expertise in air navigation services, and the ability to influence at senior levels while ensuring compliance with regulatory and organizational standards.

Key responsibilities
- Provide strategic direction and manage development and implementation of ANS policies, procedures, and work instructions
- Lead innovation and develop new capabilities across the ANS portfolio
- Enhance SME profile as a leading ANSP through stakeholder management
- Update SOPs and align work instructions with customer and legislative requirements
- Manage processes to ensure timely reporting on operational, compliance, legal, and safety requirements
- Maintain and update the Air Navigation Services Legal register
- Mentor and coach for resolution of complex compliance and operational issues
- Ensure Contract Managers take ownership for competence of their Postholders
- Review non-conformances in ANS Training and monitor to closure
- Support and motivate the ANS team, including coaching Postholders
- Drive participation in the Global Aviation CoP and share best practices
- Participate in Group Aviation Governance Meetings
- Own ANS Postholder succession and development plans
- Comply with SMS Policies, SOPs, and local or contract-specific policies
- Perform other duties as directed by the Head of Operations - Transport or Chief Growth Officer
Experience & skills
- Degree in engineering, aviation, or related discipline
- 7–10 years of general operations management experience
- 5 years of specific operations management experience within the transportation industry
- Working knowledge of Air Navigation Services Providers management
- Proven track record managing multiple complex contracts
- Comprehensive understanding of safety issues in ANS operations
- Compliance with Serco Management System and governance standards
- Excellent communication, motivation, and staff development skills
- Ability to communicate effectively with government agencies, board members, media, contractors, and staff
- Flexibility to respond to high workloads, events, and emergencies
- Adherence to training requirements and safety reporting processes
