Job description
The Labor & Employment Senior Manager at NEOM will lead the Labor and Employment Department within the central Legal function, reporting directly to the Chief Legal Officer. This position is a key leadership role responsible for shaping NEOMās employment law strategy across its rapidly expanding, multicultural, and multi-jurisdictional operations. The incumbent will provide high-level strategic legal advice on labor and employment issues, covering hiring, compliance, terminations, investigations, employee relations, and cross-border employment matters. Operating at the intersection of legal advisory, governance, and HR strategy, the Senior Manager will ensure NEOMās employment practices are compliant with KSA and international labor laws, aligned with NEOMās global vision, and consistent with best practices. The role includes oversight of litigation, policy development, investigations, corporate transactions, and training initiatives. It requires strong stakeholder management with senior executives, a deep understanding of regulatory frameworks, and the ability to navigate complex employment issues in a diverse, high-growth organization driving Saudi Arabiaās Vision 2030 ambitions.

Key responsibilities
- Lead the Labor and Employment Department, setting strategic direction and managing a team of employment law professionals.
- Provide expert legal advice on all employment and immigration law issues, including recruitment, performance, disciplinary actions, discrimination, benefits, and termination.
- Advise senior management on complex employment matters involving compliance, governance, and litigation exposure across NEOMās regional and international operations.
- Collaborate with HR, Compliance, Governance, and Audit teams to ensure employment policies align with KSA and international legal standards.
- Draft, review, and maintain employment contracts, severance agreements, and policies covering grievance, harassment, discrimination, and conduct.
- Monitor regulatory developments (horizon scanning) and provide periodic reports on emerging labor and employment laws in KSA and other key jurisdictions.
- Lead case management for sensitive employment matters, including executive terminations, misconduct, and reputational risk cases.
- Advise on internal investigations related to workplace conduct, discrimination, harassment, or breach of policy, ensuring consistent and fair resolutions.
- Represent NEOM Legal in all employment-related legal proceedings, managing external counsel as required.
- Support corporate governance and M&A activities by providing employment law guidance on entity formation, acquisitions, restructuring, and employee transfers.
- Ensure consistent application of consequence management and lessons-learned processes across HR and Legal functions.
- Develop and deliver employment law training and awareness sessions for HR, Legal, and business teams, including compliance-related workshops on harassment and discrimination.
- Build trusted relationships with senior leadership, including the Chief Human Resources Officer (CHRO), Chief Governance, Risk & Compliance Officer (CGRCO), and regional General Counsels.
- Foster collaboration between Legal and HR to strengthen awareness and enforcement of employment law requirements.
- Maintain oversight of NEOMās employment litigation portfolio, coordinating with external counsel on defense strategies and settlements.
- Ensure alignment of employment law policies and practices with NEOMās culture, Code of Conduct, and values of care, curiosity, and respect.
- Report on labor law risks, legal exposure, and recommended mitigation measures to NEOMās executive leadership and Legal Committee.
Experience & skills
- Bachelorās degree in Law or a related field; Masterās degree preferred.
- Minimum of 12 years of experience providing legal advice on labor and employment matters, including at least 5 years in a leadership capacity.
- Professional legal experience gained within Saudi Arabia (private practice or in-house) and exposure to international employment law (UAE, UK, US, or equivalent jurisdictions).
- Strong command of KSA Labor Law, GOSI regulations, and familiarity with global employment frameworks.
- Experience in managing executive-level employment disputes, investigations, and litigation matters.
- Demonstrated success advising senior leadership in large, complex organizations with a multicultural workforce.
- Proven ability to draft high-quality legal documentation, policies, and employment agreements.
- Experience with mergers, acquisitions, and corporate restructuring from an employment law perspective.
- Excellent stakeholder management and communication skills with the ability to influence senior decision-makers.
- Highly developed negotiation and presentation skills suitable for complex and sensitive discussions.
- Proactive legal risk identification, strategic problem-solving, and business-oriented advisory mindset.
- Ability to work effectively across diverse cultures, with integrity and professionalism consistent with NEOMās values.
- Willingness to be based on-site in NEOM and collaborate closely with regional legal and HR teams.
