Job description
The Specialist, Budgeting & Reporting at ROSHN is responsible for the effective monitoring and control of financial budgets, ensuring strict adherence to Delegation of Authority (DoA), and fostering a disciplined approach to financial management. The role entails reviewing and approving financial commitments such as purchase requisitions and budget transfers, performing variance analysis, and making recommendations to align financial performance with corporate objectives. Using ERP systems such as SAP or Oracle and digital tools like Excel and Power BI, the specialist supports departments in budget-related decisions, identifies cost-reduction opportunities, and ensures accurate data within budgeting and reporting systems. The role is critical in promoting a cost-conscious culture that challenges spending decisions while aligning with the goals of Vision 2030.
Required skills
Key responsibilities
- Monitor budget utilization and ensure compliance with approved allocations and DoA
- Review and approve purchase requisitions, budget transfers, and financial commitments
- Analyze actual performance against budget, explain deviations, and recommend actions
- Challenge spending requests to assess efficiency, effectiveness, and value creation
- Identify opportunities to reduce costs or enhance revenue contribution
- Provide financial guidance and support to departments on budgeting matters
- Compile financial data and provide insights and recommendations to management
- Maintain budgeting and reporting systems to ensure data accuracy and integrity
- Propose improvements to forecasting, budgeting, and financial reporting processes
- Stay updated on accounting standards, financial best practices, and digital tools
Experience & skills
- Bachelor’s degree in Accounting, Finance, or related field (professional certification preferred)
- 2–4 years of experience in finance, budget control, or reporting
- Knowledge of financial controls, budget monitoring, and compliance frameworks
- Experience with ERP systems such as SAP or Oracle
- Advanced skills in Excel and Power BI
- Analytical mindset with the ability to influence stakeholders
- Strong communication skills and high attention to detail
