Job description
The Infrastructure Design Package Manager at Jacobs Abu Dhabi leads detailed design packages for high-speed rail infrastructure and systems, ensuring technical robustness, constructability, and alignment with project timelines. The role oversees civil, structural, and utility design across multidisciplinary teams, coordinating with contractors, authorities, and internal stakeholders to deliver safe, high-performance rail infrastructure for speeds above 250 km/h. The Package Manager is accountable for design quality, schedule, level of effort (LOE), monitoring, reporting, and risk management of assigned packages, ensuring integration with overall project requirements.

Key responsibilities
- Manage and oversee design for wet and dry utility networks, including water, sewerage, irrigation, stormwater, electrical, telecom, and gas
- Coordinate with utility authorities for NOCs, approvals, and design compliance
- Identify utility conflicts early that may impact civil, tunnel, road, or station works
- Review and propose utility diversion options, technical solutions, and phasing strategies
- Supervise preparation of utility layouts, cross-sections, clash resolutions, and protection designs
- Ensure integration of utility design with alignment, structures, drainage, and station packages
- Identify design risks, constraints, and optimizations, escalating issues to the Design Delivery Director
- Coordinate with Project Controls to align programme, resources, and deliverables
- Manage structural design of viaducts, long-span bridges, underpasses, and cut-and-cover tunnels
- Coordinate with geotechnical, drainage, alignment, utilities, and building interfaces
- Ensure compliance with structural codes, seismic requirements, and high-speed rail load criteria
- Oversee FEM modelling, structural analyses, reinforcement detailing, and specification development
- Review shop drawings, constructability inputs, and staging requirements
- Manage risks associated with foundations, ground movement, and construction interfaces
- Support constructability reviews and optimization of designs
- Support QA/QC reviews, verification, validation, and approval of design deliverables
- Responsible for the delivery of assigned design packages, including DSR, schedule, LOE, monitoring, and reporting
Experience & skills
- BE/B.Tech in Civil Engineering
- Minimum 15 years of experience in civil/structural engineering, preferably with at least 3 years in Abu Dhabi in a similar role
- Experience leading design of utility diversions, protection, and interface works across large infrastructure projects
- Experience in the design of roads, temporary traffic management (TTM), and high-speed rail systems
- Strong knowledge of structural codes, seismic requirements, and high-speed rail load criteria
- Proficient in FEM modelling, structural analysis, reinforcement detailing, and specification development
- Experience in constructability reviews, risk management, and coordination with authorities
- Ability to manage design packages including DSR, schedule, LOE, monitoring, and reporting
- Strong communication and stakeholder management skills, with ability to coordinate multidisciplinary teams
