Job description
The Officer - Health, Safety & Environment role operates within the Oil and Gas industry in the United Arab Emirates, with responsibility for monitoring, implementing, and ensuring compliance with safety, health, quality, and environmental regulations and standards. The position is accountable for incident management, tracking incident frequency rates, conducting audits, performing risk assessments and Job Safety Analysis (JSA), evaluating emergency response readiness, monitoring environmental performance indicators such as energy, waste, emissions, and water, and ensuring legal and regulatory compliance with local, national, and international QHSE laws. The role involves coordination with clients to ensure fulfillment of HSE requirements, providing guidance and support to project managers, implementing Work Management System (WMS) and Permit to Work (PTW) systems, maintaining HSE records, conducting site visits and inspections, managing training and awareness programs, supporting continuous improvement initiatives, and fostering a proactive HSE culture aligned with organizational and project-specific requirements.
Required skills
Key responsibilities
- Implement and ensure compliance with the Work Management System (WMS) and Permit to Work (PTW) system, including reviewing completed work permits and maintaining records
- Implement HSE Assurance programs and HSE Plans, conducting risk assessments, Job Safety Analysis (JSA), and Environmental Aspect Impact assessments for new activities, machines, or facilities
- Monitor and ensure compliance with safety, health, quality, and environmental regulations and standards across project sites
- Track, investigate, and report incident frequency rates, first aid cases, and HSE performance metrics
- Conduct HSE audits, inspections, and site visits to evaluate compliance and HSEMS implementation
- Evaluate emergency response readiness, conduct drills, and assess preparedness
- Monitor participation and completion rates of safety and environmental training programs
- Maintain near miss and suggestion databases and communicate findings to senior QHSE management
- Identify unsafe acts, counsel individuals, and implement corrective actions
- Coordinate with clients to address HSE concerns and ensure contractual compliance
- Provide guidance and support to project managers to fulfill HSE responsibilities
- Monitor environmental performance indicators including energy, waste, emissions, and water usage
- Lead, guide, and support HSE team members, including performance evaluation and skills development
- Identify and implement HSE process improvement initiatives and track their effectiveness
- Maintain HSE documentation, reporting, and compliance records
Experience & skills
- Bachelor's degree in Mechanical, Civil, Electrical, or related engineering discipline
- Minimum of 3 years of experience in Health, Safety & Environment within the Oil and Gas industry
- Strong knowledge of local, national, and international QHSE laws, regulations, and standards
- NEBOSH IGC Level 3 certification preferred, with NEBOSH IDip Level 6 considered an advantage
- Certifications such as IOSH, OSHA, or ISO considered an asset
- Competency in conducting HSE trainings and awareness programs
- Computer proficiency for reporting and documentation
- ADNOC approval and valid driving license preferred
