The Policy and Regulations Specialist – Sandbox Dubai at Dubai Future Foundation is responsible for developing adaptive regulatory frameworks that balance innovation with compliance across key sectors including Artificial Intelligence, Health Tech, Green Technology, and Real Estate Technology. Reporting to the Head of Policy and collaborating with Sandbox Director and team leads across Strategy, Partnerships, and Operations, the role involves conducting regulatory research, drafting policy recommendations, designing sandbox experiments, and ensuring alignment with UAE federal laws and Dubai-specific regulations. The position requires identifying gaps in legislative and regulatory frameworks, proposing evidence-based modernization solutions, drafting policy briefs, and monitoring global best practices in adaptive regulation and emerging technology governance. The role supports regulatory modernization initiatives by providing regulatory guidance to innovators, collaborating with regulators and operations teams, and ensuring compliance during Sandbox experimentation phases. The position also involves facilitating stakeholder workshops, consultative sessions, and cross-sector collaboration with regulators, innovators, government entities, and industry stakeholders. The Policy and Regulations Specialist prepares comparative policy analyses, supports thought leadership initiatives, maintains records of policy developments, and contributes to institutional knowledge management. The role requires familiarity with innovation ecosystems, emerging technologies, policy analysis, regulatory compliance, stakeholder engagement, project management tools, and data analysis tools including MS Project, Excel, and PowerPoint while supporting Dubai’s ambition to lead regulatory modernization and future-focused innovation initiatives.

Key responsibilities
- Conduct regulatory research on global best practices in adaptive regulation and identify opportunities for regulatory modernization aligned with Dubai’s economic and innovation strategies across Artificial Intelligence, Health Tech, Green Technology, and Real Estate Technology sectors
- Identify gaps in existing legislative and regulatory frameworks, propose evidence-based policy solutions, recommend amendments to laws and regulations, and support development of adaptive regulatory frameworks
- Design and support Sandbox experiments by providing regulatory context, ensuring compliance with UAE federal laws and Dubai-specific regulations, and guiding innovators on regulatory parameters
- Draft policy briefs, regulatory reports, recommendations, and comparative policy analyses while integrating global best practices into local regulatory development
- Facilitate stakeholder engagement including workshops, consultative sessions, and collaboration with regulators, innovators, government entities, and industry stakeholders
- Present policy recommendations, regulatory updates, and research findings to Sandbox Dubai leadership and external stakeholders to support informed decision-making
- Prepare detailed reports from Sandbox experiments, maintain policy documentation, and support institutional knowledge management and transparency initiatives
- Monitor emerging technology policy trends, maintain understanding of Dubai legal frameworks, and contribute to thought leadership in regulatory modernization and innovation policy
Experience & skills
- Hold Bachelor’s degree in Public Policy, Law, Economics, Political Science, Technology Management, or related discipline with Master’s degree preferred
- Possess minimum 4–6 years experience in policy analysis, regulatory affairs, or innovation-driven programs within emerging technology or innovation ecosystems
- Demonstrate expertise in regulatory frameworks, policy development, regulatory modernization, and familiarity with UAE federal laws and Dubai-specific regulations
- Show experience working with government agencies, regulatory bodies, international organizations, or innovation hubs across emerging technology sectors
- Demonstrate proficiency in drafting legal documents, policy briefs, regulatory reports, and comparative policy analyses
- Exhibit familiarity with project management tools and data analysis tools including MS Project, Excel, and PowerPoint
- Maintain fluency in Arabic and English including reading, writing, and presenting to stakeholders
- Demonstrate experience managing multiple projects, stakeholder engagement, regulatory research, and policy development within fast-paced innovation environments
