Job description
The Stakeholder Manager - Aldar FW at KBR in Abu Dhabi is responsible for programme interface management with key stakeholders across infrastructure and building projects to obtain approvals related to design, construction, handover, and issue resolution. Reporting to the Technical Director within the Programme Team, the role supports a diverse portfolio of residential housing, educational facilities, mosques, and infill development projects contributing to Abu Dhabi’s urban growth and sustainable community development. The Stakeholder Manager develops and maintains stakeholder maps and stakeholder management plans, establishes relationships with government authorities and utility service providers, and coordinates approvals including NOCs and permits. The role requires managing stakeholder communication, supporting delivery teams, and ensuring project schedules are not impacted by approval delays. Responsibilities include attending coordination meetings, maintaining stakeholder records, identifying risks, and providing mitigation strategies. The role also involves supporting resolution of issues between stakeholders, design consultants, and contractors across infrastructure and building projects. The position requires extensive experience in design and construction management, utilities interface coordination, and working with Abu Dhabi authorities, along with bilingual fluency in Arabic and English. The Stakeholder Manager ensures effective communication, documentation, and governance processes to optimize project delivery timelines and stakeholder engagement.

Key responsibilities
- Create and maintain stakeholder maps and develop, monitor, and update Stakeholder Management Plans to support programme delivery and stakeholder engagement
- Develop and manage relationships with key stakeholders, government authorities, and utility service providers to enable effective communication and approvals
- Support Technical Teams and Delivery Managers in obtaining stakeholder approvals, NOCs, permits, and regulatory clearances for infrastructure and building projects
- Develop a thorough understanding of stakeholder agency processes and challenges to tailor delivery requirements accordingly
- Identify stakeholder risks and issues, provide mitigation strategies, and ensure appropriate timescales are incorporated into project schedules
- Attend stakeholder coordination meetings and communicate issues to appropriate programme managers and technical teams
- Support resolution of issues between stakeholders, design consultants, and contractors across infrastructure and building projects
- Maintain detailed records of stakeholder concerns, actions, ownership, and due dates while preparing recommendations to improve stakeholder communication and approval procedures
Experience & skills
- BSc in Construction Management, Engineering, Architecture, or equivalent qualification
- Minimum 15 years of overall relevant experience in infrastructure and construction projects
- Minimum 5 years of experience in a stakeholder management or similar role
- Minimum 5 years of working experience in the Middle East region
- Fluency in Arabic and English languages both written and spoken
- Knowledge of design and construction management for building and civil infrastructure projects including utilities interface coordination
- Experience dealing with Government Authorities and Utility Service Providers, preferably within Abu Dhabi
- Experience in developing and managing stakeholder relationships within large-scale infrastructure programmes
