Job description
A new Polyethylene Lining Division needs building from the ground up across the MENA region, and this Operations Manager role owns that mandate end to end, reporting to the Vice President of Operations from Dammam with travel of up to 40% across KSA and the wider region. You will lead the HDPE/PE100 Tight-Fit Lining Division's establishment, developing regional operating strategies, technical standards, SOPs, execution methodologies, and competency frameworks from scratch. Recruiting and leading Project Managers, Project Coordinators, Field Supervisors, and Fusion Technicians sits alongside qualifying tight-fit PE lining systems, reduction and insertion technologies, end terminations, flanges, connectors, and tie-in methodologies. Technical and engineering management covers liner sizing, SDR, pressure ratings, material selection, and pressure and temperature derating, backed by design calculations, ITPs, installation procedures, and quality plans that meet client and international standards. Field execution runs across new-build pipeline liner insertion and rehabilitation of existing steel pipelines, covering hydrocarbon, produced water, and water flowline applications through butt fusion, electrofusion, and final tie-ins. Equipment and supplier management brings specialized PE lining, reduction, insertion, and fusion equipment through evaluation, procurement, commissioning, and qualification, alongside building approved supplier and technology-partner networks. Commercial ownership extends to revenue, gross margin, forecasting, budgeting, and asset utilization, plus supporting tenders, technical proposals, and commercial negotiations with EPC contractors and operators. HSE and quality discipline run throughout, with working knowledge of Saudi Aramco engineering standards, Shell DEP, ADNOC specifications, and relevant international pipeline standards guiding execution.
